ABSTRACT

A Study on the Introduction Plan of the Municipal Police System in Gangwon Province

In previous governments have made great efforts to introduce the municipal police system to establish a link between local administration and public security administration and provide security services suitable for local characteristics. If the implementation of the municipal police system is carried out, it will be inevitable for the police in Gangwon-do Province to implement the municipal police system, and there will be conflicts between the central and local governments in the process of reorganization as well as conflicts within the police.
Therefore, this study was conducted with two main goals. First, we studied what the municipal police system is, and examined theories that can be applied in its introduction. In this study, research was conducted based on the theory of local police activities and the theory of new institutionalism. Second, we analyzed domestic introduction cases and overseas systems. If the transition to the municipal police is confirmed, the problem of distribution of duties between the national police and municipal police and the reorganization of the administrative organization is inevitable. Therefore, reorganization of the current police office, local police office, police station, regional police office, etc., should be preceded.
Reviewing domestic introduction cases and preceded case for overseas municipal police systems, through analysis, we examined the preceding studies that can be applied to Korea, especially the Gangwon Province.
Third, we will identify and analyze the general status and regional characteristics of Gangwon-do Province and examine the main points necessary for the introduction of municipal police to suit the characteristics of Gangwon-do Province. In addition, by checking the similarities and differences with the local autonomous police system currently in effect in Jeju, the plan to be applied to the Gangwon region was identified. Last, based on the searched plans, the strengths and weaknesses of each plan were analyzed and the most feasible alternatives were suggested. Municipal police system also holds significance as an indispensable factor in realizing local autonomy through decentralization of public security administration. Therefore, Municipal police system should be determined on the basis of reasonable judgment and social consensus among stakeholders so as to ensure the accountability and efficiency of the security administration.
And among the problems that have been shown in our research so far, which can hinder successful adoption, the evils of the self-governing police system, rather than the self-governing police system, In addition, it should be noted that the possibility of corruption in the police organization due to the possibility of collusion with local forces, the reduction of organization due to the localization of the organization, and the adverse effects of enhancing professionalism.
However, despite the various policy implications of this study, the following limitations clearly exist. First of all, the nature of the literature research set by the method of study, it has research methodological limitations that forced it to proceed with research relying on a number of prior studies and policy data, not empirical or empirical studies.
Subsequent research will require a comprehensive study of various literature and quantitative research on the successful settlement of Gangwon-do Province beyond the introduction of the municipal police system in Gangwon-do Province, and more in-depth research should be carried out.

역대 정부에서는 지방행정과 치안행정의 연계성을 확보하고 지역특성에 적합한 치안서비스를 제공하기 위해 자치경찰제도를 도입하기 위한 많은 노력을 해 왔다. 만약 자치경찰제도로의 이행이 진행된다면 강원지역 경찰 역시 자치경찰제도 시행은 불가피할 것이며, 그에 따른 조직개편 과정에서 중앙정부와 지방정부의 갈등은 물론, 경찰내부에서의 각 기능별 갈등이 발생할 소지가 굉장히 높다. 이에 이 연구는 크게 두 가지 목표를 가지고 연구를 수행하였다. 첫 번째로, 자치경찰제도가 무엇인지에 대하여 알아보고 그 도입에 있어 적용할 수 있는 이론에 대하여 살펴보았다. 이 연구에서는 지역사회 경찰활동 이론과 신제도주의 이론을 토대로 연구를 진행하였다. 두 번째로는 국내 도입사례와 해외제도에 대한 분석을 실시하였으며, 자치경찰로의 이행이 확정되었기 때문에 국가경찰과 자치경찰의 업무분배 문제와 행정조직의 개편이 불가피한 상황이다. 따라서 현재의 경찰청, 지방경찰청, 경찰서, 지역경찰관서 등의 조직개편이 점진적으로 진행되어야 할 것이다. 국내 도입사례와 해외 지방자치경찰제도에 대한 선례를 살펴보고 분석을 통해 우리나라 특히 강원도 지역에 맞게 적용할 수 있는 선행연구를 살펴보고, 추후에 제시될 이상적인 모델과 비교연구를 진행하였다. 세 번째로는 강원지역의 일반현황 및 지역적 특성을 파악하고 분석하여 강원지역의 특성에 맞는 자치경찰 도입에 필요한 중점들을 살펴본다. 또한, 추가적으로 현재 제주지역에서 시행되고 있는 지방자치경찰제도와 유사점 및 차이점을 확인하여 강원지역에 적용할 방안 등을 파악하였다. 마지막으로, 탐색된 방안을 바탕으로 각 방안이 가지고 있는 장단점을 분석하고 실현 가능한 가장 이상적인 대안을 제시하였다. 자치경찰제도는 지방자치를 실현하기 위한 도구로서의 치안행정의 지방분권화의 의미를 지닌다. 따라서 자치경찰제도는 치안행정의 효율성 및 책임성성을 보장할 수 있도록 합리적 판단과 이해관계자 간의 사회적 합의를 바탕으로 결정되어야 하는 것이다. 그리고, 지금까지의 연구를 통해 나타난 성공적인 도입을 방해할 수 있는 문제점 중 국가경찰에서의 독임제보다 자치경찰제하에 독임제의 폐해와 이 외에도 지역토착세력과의 유착가능성으로 인한 경찰조직의 부정부패 가능성 상승, 조직의 지역화로 인한 조직축소, 전문성 제고의 악영향 등을 유의하여야 할 것이다. 그러나 이 연구가 가지고 있는 여러 정책적 함의에도 불구하고 다음과 같은 한계점은 분명히 존재한다. 우선 연구의 방법으로 설정한 문헌연구의 특성상 경험적 연구나 실증적 연구가 아닌 다수의 선행연구와 여러 정책적 자료에 의존하여 연구를 진행할 수밖에 없었던 연구방법론적 한계를 가지고 있다. 후속 연구에서는 강원지역 자치경찰제도의 도입방안을 넘어 강원지역의 성공적 안착에 관한 다양한 문헌연구와 양적연구의 복합적 연구가 필요할 것이며 보다 심층적 연구가 수행되어야 할 것이다.
