1. Change of Environment of Food Safety and Paradigm
○ Food safety may become an issue of security which have critical influence on politics, economy and society.
○ It is necessary to shift of food safety policy paradigm due to increasing food risk factors, life-style change, and so on. The shift of paradigm encompasses food safety as a total security issue, balanced approach to social safety and economic growth, precaution-centered food safety management, and consumer-oriented food safety policy.
2. Current Status of Korean Food Safety Management and System
○ The Korean food safety management and system is item- and stage-oriented, thus need to design an integrated and consistent management and system.
3. Food Safety Management and System fo Advanced Countries
○ Several commonalities in three countries reviewed are found: introducing an integrated management, focusing on prevention and precaution, separation of food safety jurisdiction from agencies for industrial promotion, and reinforcing risk communication.
4. Necessities of New Food Safety Management System
○ New food safety management system needs to orient toward and to emphasize on; ① food industry development through sound safety regulations, ② integrated management system, ③ regulatory institutions-centered food safety management, ④ prevention- and precaution-oriented food safety management system, and ⑤ system design to embrace a goal of food safety as a life security.
5. Future Food Safety Management System and Policy Recommendations
○ Future food management system needs to set a mission of precaution, protection, and persuasion(3 Ps), and to take four strategies such as prevention-oriented, demand-centered, comprehensive, and social risk approach.
