건축 프로젝트의 친환경 사업관리 가이드라인 = Development of sustainable construction management guideline for building project

국문 초록 (Abstract)

전 세계적으로 환경문제가 사회적 이슈로 대두됨에 따라 지속가능한 건설에 대한 관심이 증대되고 있다. 국내 건설 산업에서도 건축 프로젝트의 친환경성 향상을 위해 G-SEED, LEED, BREEAM, ISO 14001 등의 친환경 인증 제도를 도입하여 시행하고 있으며, 또한 다양한 친환경 건설 지침들도 개발하여 제시하고 있다. 그러나 건축물의 친환경 성능 평가가 목적인 친환경 인증제도는 친환경 건설 사업관리를 위한 세부 방안 제시에는 한계가 있으며, 기존의 친환경 건설 지침들도 설계 및 시공 단계에 한정하여 관리 방안을 제시하고 있는 실정이다. 이에 본 연구는 사업관리 전체 영역에서 친환경적인 건설 수행을 위한 사업관리 가이드라인을 개발하여 제시하는 것을 목적으로 한다. 건축 프로젝트의 친환경 사업관리 가이드라인은 실질적인 건설 수행단계인 기획, 설계, 시공 단계를 대상으로 하며, 주요 참여주체인 발주자, 사업관리자, 설계자, 시공자의 친환경 사업관리 업무를 제시한다.
건축 프로젝트의 친환경 사업관리 가이드라인은 국내 법규, 국내외 친환경 인증제도, 친환경 건설 지침, 선행연구 분석을 통해 단계별 사업관리 업무를 도출하였으며, 업무 분류체계는 건설 사업관리 단계, 사업관리 분야, 사업관리 업무 수준을 고려하여 수립하였다. 사업관리 업무의 연계성 분석을 위해 각 단계별 사업관리 업무 절차도를 도출하였으며, 사업관리 업무 분담 구조를 개발하여 업무 수행 기준을 제시하였다.
본 연구의 결과물인 환경 건설 사업관리 가이드라인은 친환경 건축 프로젝트 수행에 있어서 사업비관리, 공정관리, 품질관리, 자재관리 등의 세부 사업관리 수행방안을 제시함으로써 건설 실무자에게 친환경 건설 사업관리업무 수행의 의사결정 기준을 제공할 수 있을 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

Sustainable development has become a growing concern throughout the world. Construction industry also has participated in the efforts to minimize the environmental impacts. In Korea, construction industry has already implemented the green construction certification(G-SEED), LEED, BREEAM, ISO 14001 and guidelines for sustainable construction. However these certificates and guidelines can’t provide effective construction work guidelines in whole construction processes because these certificates are focused on the assessment for sustainable construction and existing green guidelines deal with only design or construction phases separately. Therefore this study aims to develop the sustainable construction management guideline against the plan, design and construction phases. This sustainable guideline deals with the sustainability in whole construction management area such as general management, economic management, quality management, design management, environmental management, contract management and time management.
For the development of effective construction management guideline, this study inferred the sustainable construction management works, work breakdown, relative works, work process and responsibility assignment. First, sustainable construction management works are derived from domestic law, sustainable construction certificates, existing guidelines and proceeding researches. Second, guideline’s work breakdown considered the construction phase, area of the construction management and level of the management works. Third, this study analyzed the relative works in the construction project with sustainable construction management process. Fourth, responsibility assignment for sustainable construction was deducted for construction owner, construction manager, designer, contractor. Finally, this study develop the sustainable construction guideline totally with sustainable activities, WBS, relative works and responsibility assignment.
Sustainable construction management guideline can be used as the decision supporting tool for construction stakeholders to improve the sustainability in the construction project.
