This study is a study that considered a plan to revitalize regional
festivals based on local culture as one of the rural development strategies.
Therefore, this study set the main analysis target of the 'Gijisi tug-of-war
festival' in Dangjin-si, Chungcheongnam-do. Therefore, it was attempted to
revitalize local festivals in Korea by analyzing the success factors and
problems of the 'Gijishi tug-of-war festival'. And for the analysis of these
research topics, not only domestic local festivals but also overseas regional
festivals were analyzed respectively to examine the success factors and
benchmark them to domestic local festivals. Furthermore, based on this
analysis, a plan for regional revitalization of the 6th industry based on
culture in rural areas was sought.
Chapter 1 of this study considered the necessity of revitalizing rural
areas, strengthening the community consciousness of rural residents, and
revitalizing the local economy. Through this, it was confirmed that local
festivals activate a group of community consciousness with the cultural
form of the festival itself and also create economic value added to the
region. On the other hand, the 'Hwaseong Seongsan Grape Festival',
'Gimhae Tea Culture Festival', and seasonal flower festivals of each region,
which were reviewed as prior studies, were identified as problems in that,
despite their advantages, each local government had a strong budget use
aspect.
In Chapter 2, the theoretical background review examines and classifies
the concepts and types of regional festivals. As a result, it was confirmed
that festivals in each region can be broadly divided into traditional culture
festivals, regional special product festivals, culture arts festivals, and nature
tourism festivals. It was confirmed that these cultural festivals in each
region contribute to the formation and reinforcement of a sense of
community in the region, and economic added value is clearly displayed
due to the festival visitors. In addition, the main analysis target of this
study, Dangjin's 'Gijishi tug-of-war festival' was analyzed in detail, and
the success factors and problems were identified.
Chapter 3 analyzed three cases of local festivals in Korea and three
cases of overseas local festivals for background and reinforcement of the
thesis of this study. ‘Yangju Hyanggyo Festival’, one of the local festivals
in Korea, is a local festival that makes good use of cultural tourismcontents using the Confucian cultural resource called Hyanggyo. Next, the
‘Changdeokgung Festival’ was a festival that utilized the night programcalled Moonlight Tour in the city center and made good use of cultural
resources in the city center. Lastly, the Namhansanseong Fortress
‘Saengsaeng Culture Festival’ is a festival that utilizes the traditional
cultural resource of the mountain fortress. In particular, the ‘Saengsaeng
Cultural Festival’ showed the dual management of local governments and
local residents in its planning and operation. Accordingly, the strengths and
weaknesses of domestic festivals were examined. Meanwhile, as an
overseas regional festival, we first looked at China's 'World Traditional
Martial Arts Festival'. In the case of this festival, above all, Chinese
martial artists as well as foreign martial artists participated in the festival,
which developed the characteristics of a local festival into a global festival.
In addition, it was creating a very large added value to the local economy
by attracting foreign tourists. Next, we looked at the ‘Edinburgh
International Festival’ in the UK in Europe. This festival originally started
as a humanistic project of ‘the enlightenment of the human spirit’, but nowit has been confirmed that the character of the festival has been greatly
expanded with the expansion of the ideology of ‘peace and harmony in
Europe’. In addition, it was confirmed that more than 50 countries
participating in this festival have expanded into a very international
festival, with more than 1,500 participating organizations. Lastly, the
‘Carnival Festival’ in France was characterized by a different theme each
year. In addition, more than 1,000 musicians and artists of various genres
participating in these festivals constituted a colorful festival. As such, in
the case of overseas festivals, it was confirmed that they have already
established themselves as global festivals beyond locality. Therefore, the
analysis was summarized on the strengths and weaknesses of overseas
festival cases.
In Chapter 4, the main analysis target of this study, the Dangjin 'Gijisi
Tug of War Festival', as well as the representative domestic and overseas
regional festivals, was analyzed to find a way to revitalize the region based
on the convergence of regional festivals. As a result, the following four
alternatives were identified. First, local festivals require voluntary
participation of local people above all else. Second, education programs for
local residents should be operated together through local festivals. Third,
specific measures should be established for the convenience of local festival
users, and an experience program for family-based festival visitors is also
needed. Fourth, in the planning and operation of local festivals, local
residents, not local governments, should take the lead and conduct the
event. There should also be a way back to the local community regarding
the use of post-festival profits.
Chapter 5 is a conclusion chapter and consists of the results,
implications, suggestions, and limitations of this study. Through this, this
study separately described the positive and negative aspects of the
analyzed regional festivals and sought solutions to the problems. As a
result, it was confirmed that, above all else, in the case of local festivals,
festivals led by local residents, not local government entities, were
necessary. In addition, considering that most of the local festivals currently
held in Korea are of equal quality, it was confirmed that the contents of
the new local festivals were more important than anything else. According
to the results of this study, this researcher conducted an interview with
local residents of Dangjin as a way to revitalize the 'Gijisi tug-of-war'
festival. All three interviewees were selected as those who fully knew the
meaning of the Dangjin local festival and were interested in its
development plan. Although the results of the in-depth interview of the
three participants showed some differences, in conclusion, all three
participants consistently presented the diversity of the Dangjin regional
festival program and the diversity of the festival subject.
Therefore, the implications and suggestions of this study are as follows.
First, it is necessary to transform the local government-based festival into
a local-based festival. Second, a corporate group related to local festivals
should be formed and the group should be operated at all times. Third, it
is necessary to establish a research institute related to regional festivals
and develop new festival contents on a regular basis. Fourth, it is
necessary to expand the scale and content of the festival by combining it
with other local festivals and overseas festivals. Fifth, it is necessary to
find a way to produce an emblem related to local festivals and to use the
emblem on a daily basis in the region. Lastly, this study relied on previous
studies and literature rather than the analysis of festivals under the
influence of COVID-19.
