The promotion of the lifelong education voucher project is comprised of the establishment of a basic plan for the Ministry of Education's lifelong education voucher support project, management and supervision of the project implementation of the commissioned institutions, establishment of detailed operation plans for each operating institution, selection of users for project cost execution, management of learning outcomes, settlement, and performance management, etc., and overall management of the project operation.
This study aims to identify future improvement plans for Korea's lifelong education voucher system from the perspective of voucher system users.
This study aimed to investigate the following research questions.
The purpose of this study was to find out the usage status of lifelong education voucher users, their satisfaction with lifelong education vouchers, and the contents of the improvement of the lifelong education voucher system.
To this end, the researcher conducted a survey using a questionnaire developed by the researcher targeting voucher system users from two institutions located in the Daegu area.
The specific sampling target was 120 users who participated in the voucher system at lifelong education centers located in Daegu Metropolitan City. A survey was conducted through a census, and the response results were analyzed using the statistical processing program SPSS.
The main findings of this study are summarized as follows.
First, the most common reason for using the lifelong education voucher was a recommendation from an acquaintance, followed by promotional materials, participation in lifelong education programs, the Internet, and others.
Second, as a result of analyzing the usage of lifelong education vouchers by users, the purpose of voucher use was found to be self-development, leisure activities, obtaining qualifications, improving job skills, preparing for retirement, and improving interpersonal relationships.
The types of programs participated in through lifelong education vouchers were, in order, beauty and fashion, computers, health, sports, foreign languages, leisure, hobbies, and humanities.
The institutions that used the lifelong education voucher were, in order, lifelong learning centers (centers), community centers, academies, and human resource development centers. The duration of attendance at programs that received lifelong education voucher support was, in order, 3 months to 6 months, 6 months to 9 months, 9 months to 12 months, 1 year or more, and less than 3 months.
The factors that hinder participation in education supported by lifelong education vouchers were, in order, lack of time, burden of tuition fees, long distances, difficult studies, lack of desired programs, lack of family cooperation, and others.
Regarding the extent to which participation in the lifelong education voucher support was helpful in life, 72.1% said it was helpful, followed by 0.7% said it was average, very helpful, not helpful, and not helpful at all.
Third, after using the lifelong education voucher project, the satisfaction level was in the order of satisfaction, very satisfaction, average, and dissatisfaction. As a result of comparing satisfaction by item, the educational institution, educational content, educational hours, instructor level, administrative service, tuition, utilization of results, and attendance time were all the most satisfied.
Fourth, regarding the inclusion of low-income foreigners who have resided in Korea for more than six months as candidates for lifelong education vouchers, 60.3% were against it, while 39.7% were in favor.
Respondents presented various opinions on ways to improve the lifelong education voucher system. Through this study, it was found that Korea's lifelong education voucher system is a system that helps those who are excluded from lifelong learning opportunities, but it still needs to be operated systematically to meet the needs of users.
