양계산업의 동물복지지침 제정 방향에 관한 연구 = A Study on Drections for the Enactment of Animal Welfare Guidelines for the Poultry Industry

국문 초록 (Abstract)

인간의 삶이 점점 고급화 되어가면서 이러한 요구에 발맞추어 이루고자하는 것은 보다 나은 삶의 결과 함께 먹을거리에 관한 고민이라고 생각 된다.
이번 연구에서는 인간의 삶속에서 밀접하게 관련된 식품산업의 일목인 육류생산 중 닭고기 생산과 동물복지를 연계하여 보다 고급화된 육류생산과 양계산업 측면에서 보는 동물복지등을 다루고자 한다.
우리나라의 경우 1991년 동물보호법을 제정한 이래 2004년 축산업 등록제와 친환경 직불제를 실시하고 있으며 2006년 동물복지법이 개설, 제정되었다. 그러나 유럽등 축산선진국에 비하여 열악한 환경으로 동물복지에 많은 개선점이 있어야 하므로 이번 연구에서 논해보고자 한다.
본 연구는 동물보호지침서 이론적 배경을 고찰하여보고, 이러한 동물보호규정들이 우리나라에서 어떻게 적용되는지 분석하여, 앞으로 동물복지지침안과 수정안을 활용하는데 연구의 기본적 방향을 선정하였으며, 선진국의 사례와 현재 우리나라의 실태를 검토, 비교, 분석하여 문제점 및 해결방안에 그 중점을 두고자 한다.
최근 OIE, UN 등 국제 기구뿐만 아니라 외국과의 교역에 있어서도 농장동물 복지가 주요 이슈화되고 있다. 그러므로 지금부터라도 국제기준에 적합한 농장동물 복지정책을 마련하여 일관성있게 추진해야 할 것이다.
가축의 사육단계에서부터 운송, 계류, 도축, 가공, 유통 및 소비단계에 이르기까지 체계적인 정책마련이 시급하며, 이를 위해서는 축산물의 생산자, 유통업자, 소비자 모두에게 동물복지에 대한 인식개선과 노력이 필요하며, 정부차원에서 우리나라 실정에 맞는 동물복지법의 제정이 시급한 상황이다.

Advances in society and technology prompt human being to pursue the better life. Such progress also prompts man to think more of food, and deciding what to eat becomes an important factor in leading a better life.
This study aims to examine animal welfare in terms of more advanced meat production and competitive poultry industry by relating animal welfare to chicken production.
After the animal protection law was enacted in 1991 in Korea, the livestock industry registration system and environment-friendly direct payment system were adopted in 2004 and 2006. Compared to advanced countries in terms of livestock industry such as European countries, Korea’s animal welfare environment is in a very poor state. For this reason, this study is conducted as part of efforts to improve the animal welfare conditions in Korea.
This study tries to examine the theoretical background of animal protection guidelines and analyzes how such guidelines and regulations are applied in Korea. By conducting this, the basic direction towards improved animal welfare guidelines can be set. This study also seeks to examine, compare and analyze the current state of Korean animal welfare and those of other countries, identifying problems and solutions along the way.
Animal welfare in the ranches has been a primary issue with not only international organizations including the OIE and the UN, but also in the international trading business. It is essential that an animal welfare policy complying with international standards be developed and executed.
From the breeding process to transport of poultry, waiting period before butchery, butchery, processing, distribution and consumption, the relevant systematic policies are urgently made and decided upon. As such, the producers, distributors, and consumers of livestock products try to improve the recognition and awareness of animal welfare. Furthermore, the government's enactment of animal protection laws appropriate for the Korean setting is urgently needed
