복합재난과 사회갈등 -한국의 희생시스템과 사회균열 과정을 중심으로 = Complex Disasters and Social Conflict in South Korea: The Sacrificial System and Process of Social Cleavage

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the development process of South Korea``s energy policy which has led to the social cleavage. It focused on main problems that the energy policy has been built on the logic of economic efficiency and effectiveness, and has formed a sacrificial system, based on a critical perspective that disaster management systems and energy policy has been run separately from the beginning. First of all, it analyzed the current trends of complex disasters caused by the large-scale energy facilities combined with natural disasters which could led to social cleavage. And this study pointed out the fundamental problem of energy policy and the political implications of social cleavage, and stressed the importance of active political and social response system beyond the primary logic of the energy efficiency. In the process of rapid industrialization, because the energy policies focusing on supply and demand have been formed as a kind of industrial policy, they could not linked to the system of conflict management and disaster management, so after all, the social conflict could have not been avoided. In other words, this study took note of the correlations between the political and social mechanism embedded in energy policy and social conflict caused by the cost and burden of some members or local area of society in direct. In recent years the unpredictable damage has been occurred in a complex process of disasters due to the nature of energy all over the world. That energy has an ambivalence in the aspect of that it should be indispensable resource, but could bring the enormous damage. Thus, the analysis of the energy policy is the work required to identify the interrelationship complex disasters and social conflict. In the context of expanding the complex disasters caused by the natural disasters and accidents that are combined with human and social factors, the results of this study confirm that the energy policy, in particular the issue of nuclear power plant due to the dangerous potential inherent in the energy should be approached in conjunction with a system of integrated disaster management, not just in terms of economic effectiveness and efficiency.
