실증분석을 통한 감사원의 부패예방효과에 관한 연구 : 지자체와 공기업의 사례를 중심으로 = A Study on the Effect of the Audit Office s Corruption Prevention Roles through the Use of Empirical Research - the Cases of the Public Institutions

국문 초록 (Abstract)

본 논문은 실증분석을 통해 감사원의 부패예방 공공기관에 미치는 영향을 분석하였다. 부패는 없을 수 없지만 부패를 예방하는 노력은 동서고금을 막론하고 필요한 일이다. 이러한 관점에서 본 연구에서는 다양한 형태의 부정이나 비리 문제로 감사를 받고 감사원으로부터 처분을 받은 기초자치단체와 공기업의 각각 2곳을 선정하여 해당 기관의 감사담당자를 대상으로 인터뷰를 통해 부패발생원인, 부패예방의 대응방안을 비교하고 근절 대책을 감사원의 감사활동 효과를 중심으로 고찰했다. 특히, 구성원들이 서로 밀접한 관련을 맺고 있는 집단 내의 사건의 맥락 흐름 구조 속에서의 감사 전후의 구성원들의 인식이나 제도 변화의 심층적 분석을 위해 현상 이면의 가치체계를 파악할 수 있는 질적 연구 방법을 시도했다.

다국어 초록 (Multilingual Abstract)

This article analyses the effect of the audit office’s corruption prevention roles on public institutions in Korea through empirical research. Despite the fact that it is hardly possible to remove corruption completely, the effort to reduce the corruption is still necessary. This article explores the effect of audit activity that attempts to prevent said corruption. As part of this research, four institutions were selected: two local governments and two public enterprises. All institutions were subjected to disciplinary measures for corruption scandals in various ways. The effectiveness of these countermeasures for the four institutions were compared. This article focuses on the perception of the staff and also the systematic changes required in audit activity using qualitative methods.
