대도시 과잉집중모형의 분석과 함의 = An Analytical Study on the Spatial Over-concentration and Implication

다국어 초록 (Multilingual Abstract)

This paper suggests the model that analyses the competitive relationshipbetween the metropolitan city and small and medium cities through the lens ofagglomeration economies. This model shares a notion with Alonso(1971), Laurila(2011)model that individual selection might not coincide with the maximization of socialwelfare. However, this paper further reconstructs the process closer to reality to clarifythe problems of over-concentration of the metropolitan cities and discusses the strategiesto counter them. The conclusion is that if the freedom of migration is given toindividuals, metropolitan areas will be over-populated beyond the social optimal pointwhile small and medium cities and under-levelled areas will be populated far less thanthe social optimal point. This applies not only to population but also to the location ofindustry. In short, freedom of migration of industries and individuals can costover-concentration of metropolitan cities, failing to maximize the social welfare. In orderto solve this problem of over-concentration, growth control such as site regulation inthe metropolitan cities and location subsidy in the small and medium cities is needed.

국문 초록 (Abstract)

본 논문은 집적경제의 관점에서 대도시와 중소도시 간의 경쟁관계를 분석하는 모형을 제시한다. 이 모형은 Alonso(1971), Laurila(2011) 모형과 유사하게 개별적인 입지 선택이 사회적 후생의 극대화와 불일치할 수 있다는 데 공통의 문제의식을 가지고 있다. 하지만 그것이 전개되는 과정을 보다 현실에 가깝게 재구성하여 분석함으로써 대도시의 과잉집중 문제를 규명하고 그에 대응하는 전략을 논의한다. 이 논문의 분석 결과는 인구이동을 개별적 선택에 맡겨둘 경우 대도시는 사회적 최적점을 넘어서 과다한 인구를 가지게 되고, 중소도시 혹은 낙후지역은 사회적 최적보다 훨씬 적은 인구를 확보하게 된다는 것이다. 이는 인구이동 뿐 아니라 기업입지에도 적용될 수 있는데, 개인이나 기업들의 자유로운 지역 간 이동은 대도시의 과잉집중을 야기할 뿐 아니라 결과적으로 사회 전체의 후생을 떨어뜨릴 수 있다. 이와 같은 대도시 과잉집중 문제를 해결하기 위해서는 중소도시에 대한 입지지원이나 혹은 대도시 입지규제 및 성장관리가 필요하다.
