Since now, the life-related physical training encouragement policy of the central government has concentrated on a living physical training program. The local living physical exercise policy has been ruled (managed) by the central government, whose policy-makers have control over the direction of it. Therefore, community policies on that issue doesn`t go on it`s own way and they incite some structural problems by neglecting its principles. On executing the program, it is necessary that the government should have to be equipped with facilities, trainers, and programs. Under the above conditions completed, the efficient management and functional (technical) cooperation systems are needed. These systems could be organized with the cooperation of an administrative body, in-university brain groups, social school teachers, non-profit groups, or volunteer-composed councils. It is hopefully suggested model the administrative system`s almagation (combination) and already existing structure should be efficiently run on the process of the policy. On the other side, it is needed trainers related above be put to practical use in appropriate place. Especially on spot trainers should make out the problem of the efficient use of major related students and of the mandatory public service man. Additionally, we need to escape the side effects of excessively-commercialized sports and of the passive attitude to the activities. By doing so, we could approach more useful time spending activities and create an environment of improving the already built facilities, programs, and trainers. Furthermore, a local social physical training would be settled down to the welfare grade.
