일선관료의 고객 대응 유형에 대한 탐색적 분석 = Analysis of street-level bureaucrats’ coping type toward customers

Our study analyses the street-level bureaucrats’ copying behavior. Although there is much research on coping behaviors, systemic comparative studies have not been made.
Therefore, our study focuses on the various coping behaviors and analyzes structural determinants for them. To this end, we classified coping behaviors into two types: customer-oriented and bureaucrat-oriented. The former includes working overtime, priority setting, and time management. The latter includes routinizing, rationing, and aggression. As independent variables, we established both individual (personal bias, public service motivation, self-efficacy, emotional exhaustion, and professionalism) and structural (goal ambiguity, workload, discretion, and training) attributes, and then compared their explanatory power. The results show that self-efficacy, professionalism, and training enhance customer-oriented coping but reduce bureaucrat-oriented coping. Goal ambiguity decreases customer-oriented coping and increases routine in bureaucrat-oriented coping.
Personal bias and emotional exhaustion raise rationing and aggression. Public service motivation boosts customer orientation and routine. Workload and discretion increase both customer-oriented coping and bureaucratic rationing and aggression.

국문 초록 (Abstract)

본 연구의 목적은 고객 대응의 접점에 있는 일선관료의 대응행태를 분석하는 데 있다. 일선관료의 대응행태에대한 많은 연구가 존재함에도 불구하고, 다양한 대응행태들에 대한 체계적이고 비교론적인 분석이 미흡한 상황이다. 본 연구는 일선관료의 다양한 고객대응 행태에 주목하고, 이를 결정하는 구조적 원리를 탐색하였다.
이와 같은 연구목적을 달성하기 위해서 대응을 크게 고객지향적 대응과 관료지향적 대응 차원으로 구분하고, 전자에 추가시간투입, 우선권 설정, 시간관리, 후자에 루틴, 할당, 공격이라는 세부 대응행태를 설정하였다.
아울러 이들 여섯 가지 대응행태에 영향을 미치는 독립변수로서 개인적 속성(개인적 편견, 공직봉사동기, 자기효능감, 정서적 소진, 전문가주의)과 구조적 속성(목표 모호성, 업무과부하, 재량, 교육훈련) 변수들을 설정하고 그 영향력을 비교분석하였다.
분석결과, 자기효능감, 전문가주의, 교육훈련은 고객지향적 대응을 제고시키는 반면에, 관료지향적 대응을 낮추는 기능을 수행하였다. 이에 반해 목표 모호성은 고객지향적 대응을 낮추고, 관료지향적 대응 중 루틴을 높이는 것으로 나타났다. 편견과 정서적 소진은 관료지향적 할당과 공격을 유도하였으며, 공직봉사동기는 고객지향적 대응을 높이고, 루틴을 높였다. 업무과부화와 재량은 고객지향적 대응을 높이는 동시에 관료지향적 할당과 공격 대응도 높이는 결과를 가져왔다.
