소외아동 청소년 오케스트라 교육지원사업의 현황 : 부산지역 ‘우리가 만드는 오케스트라’를 중심으로 = The Status of Orchestra Education Supportting the Marginalized Children and Youth : Based on 'Creating Our Orchestra' in Busan

국문 초록 (Abstract)

본 연구에서는 우리나라의 소외아동을 포함한 청소년들을 대상으로 한국문화예술교육진흥원에서 펼치고 있는 사업 중 오케스트라 교육지원사업의 현황을 정리하였다.
본 연구의 목적은 위와 같은 사업의 진행과정을 분석, 정리하여 우리나라의 사회문화예술교육지원사업의 현황을 파악하고 개선안을 마련하고자 하는 데에 있으며 향후 다양한 사회문화예술교육 프로그램이 개발되기 위한 초석으로써 그 필요성을 두고 있다.
연구의 범위와 방법으로는 부산지역 소외아동 청소년 오케스트라교육지원사업인 ‘우리가 만드는 오케스트라’의 2010년도 현황과 교육 방법론을 분석하였으며 2011년도에 이루어진 교육방식의 확장과 개선된 점들을 정리하였다. 본 연구의 결과는 다음과 같다.
첫째, ‘엘시스테마’와 ‘꿈의 오케스트라’가 가지는 의의는 음악과 음악교육에 대한 사회적 접근성의 확장에 있으며 그러한 목표 못지않게 음악적 목표에도 중점을 두고 이 두 가지를 공존시키는 것이 사회화(socialization)와 음악교육의 동일화를 가져오는 역할을 하게 된다는 사실을 발견할 수 있다. 한국문화예술교육진흥원의 주최로 진행 하고 있는 이번 사업은 아동․청소년들에게 단순한 기능 교육이나 악기, 그 자체의 교육을 넘어선 음악의 세계를 발견하고 그 즐거움을 느끼게 해주는 것이 본 사업을 통한 음악교육의 목표이다. 이에 교육자의 희생, 교육 참여자의 열정 그리고 기업의 후원이 더해지면 더 좋은 교육환경과 더 많은 아이들이 혜택을 받는 교육지원사업으로 확대될 수 있다.
둘째, 사회문화예술교육지원사업은 양질의 교육을 위해 국가적 차원 뿐 아니라 대기업과 중소기업들이 문화예술진흥기금에 출연함으로써 기금을 확대할 수 있도록 하자는 것이다. 이러한 기금의 확충을 통해 우리는 미래의 문화나눔세상을 가꾸는 인프라를 구축할 수가 있다.
이를 위해서는 우선 정부나 기업 모두가 문화예술단체에 대한 관심과 지원을 늘려야 한다. 이제는 보통사람들도 문화예술 감상에서 한 걸음 더 나아가 문화예술을 체험하고 동호인 모임을 만들어 발표하고 싶어 한다. 영리를 목적으로 하는 상업예술과는 달리 이들 비영리 문화예술 단체들은 예술을 통해 친목을 꾀하고 기쁨과 보람을 나누며 행복과 만족을 얻는데 우선점을 둔다. 지역사회나 정부, 문화예술위원회나 문화재단 등이 이들의 활동에 최소한의 지원을 해왔던 기존의 방식에 지역 기업들의 자발적인 동참이 더해진다면 그 효과는 배가될 수 있다고 본다.
셋째, 오케스트라 교육지원사업을 통해 개발된 개개인의 높은 음악적 능력은 곧 한 사회의 음악 문화 경쟁력으로 결집되어 그 사회의 문화․예술․교육 부문에서 높은 부가가치의 창출로 이어질 것을 기대할 수 있다. 나아가 이러한 시스템들을 우리의 국악관현악이나 사물놀이 등에 접목시켜 프로그램을 개발한다면 전통음악의 창조적 계승 및 발전도 가능할 것이다.

다국어 초록 (Multilingual Abstract)

The following report is an overview of the current status of the orchestra education support program being initiated by the Korea Arts and Education Services organization for estranged children and youths here in the Republic of Korea.
The purpose of this report is to analyze and provide an overview for programs such as the one mentioned above, in order to assess the status quo of the Social Culture and Arts Support Programs in the Republic of Korea. This is so, in order to provide recommendations for improvements to the present ongoing programs, and also, to serve as a foundation for the development of a more diverse range of social culture and arts education program for the future.
The research span and method was a look into the status and education methodology in 2010 for a program called “The Orchestra We Made”, which is the Pusan metropolitan area’s orchestra education program for estranged children and youths, and to provide an overview of the improvements made in 2011 after an expansion in the program. The results of the research are as follows.

First, the intrinsic value or message associated with “El Sistema” and “The Orchestra of Dreams” is the expansion of easy access to music and music education in society, and equally important in its message is that should these two points be magnified, it would result in a socialization and equalization of music education. The purpose of this musical education program, under the initiative of the Korea Arts and Education Service’s organization, goes beyond just teaching basic technical education and instructions on how to play an instrument to children. It helps these children discover the world of music and to enjoy music. With more attention provided by the instructors, passion from the pupils and contributions provided by benefactors, the education environment will improve and the program will expand so that more children will be able to reap the benefits of the program.
Second, in order to provide high quality education, the Social Culture and Arts Support Program looks not only to government support, but also to corporations and businesses for monetary support. By expanding the funding pool, we will be able to establish the foundation for the infrastructure that shares and expands dreams in the future.
In order to accomplish this, both the government and the private sector need to expand their interest and support to the arts and cultural organizations. Today, average citizens aren’t satisfied by just looking and seeing art, but they want to live it and experience it first hand and create musical troupes with people of similar interest. Unlike profit-based troupes whose common interest is performance as a business, non-profit troupes get together through mutual interest in the arts and put the common interest of the share the sense of enjoyment of the arts, above all else. If local businesses support such activities even in the most minimal capacity as the local community administrative bodies and arts institutions have, the capability of such programs will multiply.
Third, through the orchestra education support program, every development in musical talent will accrue to the overall musical level of education for that society, and there would be much to look forward to in the future. Furthermore, if these programs advance into traditional Korean musical instruments and musical styles, then, we will be able to further develop Korean traditional music and create novel applications for traditional musical tastes.
