Parking problem has not been ameliorated generally due to thelack of parking facilities, combined with the increase of vehicles, thelack of people's sense of public orderliness, the lack of laws ormanagement system concerned with parking facilities and so on.Therefore, to solve the parking problem, should be establishedappropriate parking policy.
Policy to solve the parking problem should include the followingdimensions;
First, parking space with more than 10 lots should be opened tothe public, which may be feasible by amending the relevant laws. Inaddition, the standards of parking space in detached and multiple houses should be changed from the area basis to the number of households basis.
Second, a way to improve the system of managing parkingfacilities, for all parking places parking fees should be charged andthe parking charges should be discriminated. Also, illegal parkingshould be eradicated, and the management of existing parkingfacilities, including parking garages, should be sthctly performed,there by enhancing the efficiency in use of the existing resources.
Third, for increasing the supply of parking facilities, we shouldexpand on-street parking spaces and increase the admiuistrative andfinancial supports to encourage the construction of private-runparking facilities.
We should implement the parking system of residents' priority toinduce the vehicles ilegally parked on local streets to legal parkingareas and the garage certificate system, which requires the residentsto secure parking spaces as the condition for purchasing the cars.
Fourth, from the view point of supressing the parking demand, weshould disperse the parking demands spatially by developing subcenters and implement a upper limit system of parking facilitiesfor non-residential buildings such as hotels and offices in the CBDs.Also, by charging the congestion fees on the vehicles entering thecity center, we should promote the use of public transportation.
We should prepare a parking policy that emphasis is placed onusers. The policy making procedure should be performed undercitizen participation. The adopted plan will be linked to action whenit is sufficiently informed to the public.
