Although local governments have been actively implemented, local administrative system is dualized as local governments and field offices of central government agencies by its region and function. Such a duality of local administrative system confines local governments to practically perform its synthesis local administration and causes the functional overlapping between field offices of central governments and local governments as well as the residents' inconveniences. In the existing law, field offices of central government agencies should have the professional ability and need the national unification, and when they get a irrelevant job, they can transfer the works to local governments. However, the most centralized administrations usually extend their office by taking advantage of the conveniences of the supervision, the management, the distribution of budget, and the personnel right, which causes the trouble concerned with the centralized power of division of works and functions, regulations, and office works between the centralized administrations and local ones. Furthermore, it makes some service problems for citizens. For local governments to improve the problems caused by the original implemental system of local administrations like this and to properly cope with the residents' (foridnd as the synthesis administrative agency of a regional unit, the research of the establishment of the desirable relationship and role share between local governments and field offices of central government agencies must be carried out. For this, this study would investigate and analyze the functions field offices of central government agencies take charge of and as the alternative of readjusting the functions between local governments and field offices of central government agencies present three alternatives that 1) unifies them into local governments, 2) rationally re-adjusts the functions between them, and 3) commits field offices of centra] government agencies under private hands. This study also find the desirable alternatives through the comparison and evaluation of the merit and shortcoming of each above - mentioned alternative. To find the establishment of relationship between local governments and field offices of central government agencies multilateral analysis and approach of organizations, manpower, and finance, etc. must be executed. In this study, however, those parts have been excepted, not only because it is not easy to collect data, but the efficient study can not be done, in case that the analyzing scope of content is extended.
