한류시대의 소프트파워와 문화외교: 담론분석 = Cultural Diplomacy and Soft power in the Korean Wave Era: A Critical Discourse Analysis

국문 초록 (Abstract)

본 연구는 소프트파워와 문화외교를 주요 이론적 논의로 삼아, 한국정부가 어떻게 한류를 공공외교의한 축으로 활용하게 되었는지를 논의했다. 본 논문에서는 지난 1990년대 말 한류가 시작되었을때부터 현재까지 역대 정부가한류에 대해 어떤 정책적 관심을 보였는지, 그리고 어떠한 소프트파워정책을 실현했는지를 비교함으로써, 한류가 공공외교에서 차지한 역할을 심도 있게 토의했다. 한류가소프트파워로서 문화외교의 첨병으로 등장한 것은 역대 대통령들의 정치지향점에 따라 크게 다르다는점에 착안, 본 논문은 한류가 시작된 1990년대 후반부터 2020년까지를 분석대상으로 했다. 역대대통령들의 신년기자회견 등 주요 연설문의 비판적 담론분석을 통해, 역대 대통령들이 한류를공공외교의 한 축인 문화외교로서 활용했는지, 어떠한 방향으로 활용했는지를 논의하였다. 본 논문은결론으로, 소프트파워로서의 한류와 문화외교의 연계점을 강조했으며, 공공외교의 장은 정부주도의기존 외교정책과 달리, 비정부 부분에서 참여할 수 있는 것이 핵심인 만큼, 문화자산을 토대로민간부분이 공공외교의 장에서 활동할 수 있도록 하고, 정부가 같이 협력하는 형태로 이루어지는 것이바람직하다고 제언하고 있다.

다국어 초록 (Multilingual Abstract)

This article investigates the developments of the Korean government’s attitude to Hallyu, connecting with the notion of cultural diplomacy as part of public diplomacy. By employing a critical discourse analysis, it examines presidential speeches between 1998 and 2020 because they represent and establish guidelines applying to cultural policies on the Korean Wave. By focusing on presidential statements with the notion of soft power and cultural diplomacy, it discusses the ways in which the Korean government interprets the Korean Wave in tandem with foreign policy, thereby appropriating Hallyu as a tool of improving national images. Throughout the discussions, it also develops two different perspectives, known as the MBC model and the KBS model, thereby finding fundamental perspectives framing cultural diplomacy and public diplomacy.
