PRESENT demands for economy in departments of the State go together with the exhortation that the individual shall spend his money freely on commodities. Here is one more indication that the modern State machine is not so much a system of coordinated cogs as a series of vicious circles, for the expenses of Government departments are already due in large part to the fact that the earnings of the individual are less than would allow him to spend his money wisely and at choice upon commodities.
