정부개혁의 내용과 제도적 조건에 관한 연구: 부울 연산법의 적용 = A Study on the Relationships between Governmental Reforms and Institutional Conditions Using Boolean Algorithms

The purpose of this study is to examine relationships between governmental reform and institutional conditions. In order to explore this issue, this study is divided two steps. First, . the governmental reforms of 12 OECD member states were categorized into five reform types. Second, this study employed an explicitly Boolean approach to explain the linkages between governmental reform and institutional conditions. Analysis revealed two combinations linked to the outcome (market-type mechanisms): majoritarian executive combined with administrative culture of public interest, and divided relationships between political executive and civil servants; or unitary state combined with consensual executive, administrative culture of Rechtsstaat, and political relationships between political executive and civil servants. In particular, the combination of majoritarian executive, administrative culture of public interest, and divided relationships between political executive and civil servants is more important for the use of market-type mechanisms.
