재산 소유 민주주의와 기본소득의 결합 - 롤스의 정의론 재해석을 통한 모색 - = Linking Property-Owning Democracy and Basic Income - An Exploration through the Reinterpretation of Rawls’s Theory of Justice -

다국어 초록 (Multilingual Abstract)

Recently much attention has been paid to wealth inequality as well as income inequality across the globe.
Moreover, alternatives to address the issue of economic inequality have also attracted considerable attention. For instance, the most popular one is an idea of basic income aiming to guarantee everyone a certain amount of money without any strings attached. There is a lack of discussion, however, focusing on how to deal with today’s worsening wealth inequality. This situation leads us to seriously consider Rawls’s property-owning democracy, which pursues the widespread ownership of assets. If we want to address income and wealth inequalities at the same time, it is necessary to take into account both dispersing assets and securing income. This article argues that Rawls’s theory can be a point of departure for that. This paper proceeds with describing the main features of Rawls’s property-owning democracy and then tries to show that Rawls’s theory can be consistent with the basic income idea through the reinterpretation of his theory. The subsequent section points out that there are not only common grounds but also interdependence between property-owning democracy and basic income, although they retain their own unique policy goals. The conclusion of this article is that basic income guaranteeing a social minimum for all ought to be closely intertwined with Rawls’s property-owning democracy to achieve a great goal of reducing today’s economic disparities.

국문 초록 (Abstract)

전 세계적으로 소득의 불평등과 함께 자산의 불평등이 큰 주목을 받고 있다. 그리고 이러한 경제적 불평등의 문제를 해결하기 위한 대안에도많은 관심이 쏟아지고 있다. 아무런 조건 없이 모두에게 일정한 소득을 보장하자는 기본소득이 가장 대표적인 예다. 하지만, 오늘날 심화 되는 자산불평등의 문제를 직접 다루는 논의는 드물다. 자산의 광범위한 분산을 목표로 한 롤스의 재산 소유 민주주의가 다시 주목을 받을 수 있는 이유는 이때문이다. 자산과 소득의 이중적 불평등 시대를 극복하고자 할 때 자산의분산과 소득의 보장을 한 시야에 넣는 것이 필요한데, 이 글은 롤스의 정의론이 충분히 그 출발점이 될 수 있다고 주장한다. 이를 위해 먼저 롤스의 재산 소유 민주주의의 주요 특징을 짚어보고, 롤스 이론의 재해석을 통해 그의 이론이 기본소득과도 양립할 수 있음을 보이고자 한다. 그리고 재산 소유 민주주의와 기본소득은 각기 고유의 정책 목표를 지니면서도 공통의 지반과 상호의존성이 있다는 점을 제시한다. 이 글의 결론은 모두에게 최소한의 존엄한 생활을 보장하기 위한 기본소득이 롤스의 재산 소유 민주주의와 밀접히 결합해야만 경제적 불평등의 해소라는 더 큰 목표에 다가설수 있다는 것이다.
