기성시가지 특성을 고려한 용도지역제에 관한 연구 = 서울시 상업지역에서 모듈러 조닝의 적용가능성

국문 초록 (Abstract)

서울시는 상업지역 중 89.4%가 일반상업지역으로 지정되어 있고 지역특성이나 위계를 고려하지 않은 일률적 규제로 인하여 지역중심보다 지구중심이 더 고밀개발되는 등의 역전 현상이 일어나고 있다. 그리고 건물의 용도에 따라 건폐율과 층수, 획지면적과 용적률의 상관관계가 각각 다름에도 불구하고 현재 용도지역제는 용적률, 건폐율, 높이가 일률적으로 연동하여 적용하는 체계이다. 따라서 이 연구는 서울시 상업지역을 중심으로 복잡한 기성시가지에서 지역특성을 살리는 유연한 용도지역제 적용 방안을 검토하였다. 서울시 상업지역을 중심지 위계를 고려하여 96개 지구로 나누고 군집분석을 통하여 유형별로 분류하였다. 또한 유형분류에 영향을 끼치는 주요 요인을 분석하여 용도지역에서 주요 관리 요소를 추출하였다. 이를 바탕으로 밀도와 건폐율, 용도를 유연성 있게 운용할 수 있는 모듈러 조닝 형태를 사례지역에 적용하여, 실현가능성을 검토하였다. 지역특성을 살려 기성시가지를 활성화하는 도시재생이 요구되는 지금, 다양한 형태에 유연하게 대처할 수 있는 용도지역제에 대한 보다 많은 연구가 필요하다.

다국어 초록 (Multilingual Abstract)

The zoning system in Seoul designates 89.4% of the Commercial Districts as General Commercial Districts and applies the almost same regulation without considering the characteristics and the hierarchy of the areas. All control elements(FAR, the coverage ratio and the number of stories) are regulated with the only one set in one use district, although the relations among FAR(floor area ratio), the number of stories, lot size, and coverage ratio are varied depending on the main use of each building. Therefore the current zoning system has many limitations when it is applied to the built-up areas where diversified local characteristics exist and mixed land-uses are prevalent. The purpose of this study is to find an alternative zoning system which can reinforce the various urban characteristics. Considering the hierarchy of commercial areas of Seoul, this study categorizes the areas into 96 groups and classify them by types through a cluster analysis. Based on this, the research investigated the flexible zoning modular form that can be operated by density, building coverage ratio, and building use and it examined the feasibility of the form by applying it to the case study areas. It is necessary to use a flexible zoning system that can be applied to the various forms to revitalize the built-up area by taking advantage of its local characteristics.
