The purpose of this study is to establish an operational model of individualized rehabilitation planning through linkage between supported employment and customized employment based on lifelong education for persons with developmental disabilities, and to reflect the linkage between related organizations of KEAD's one-stop cultural system as the main basis for achieving the research purpose. As for the research method, two procedures were linked and organized. First, the main perspectives that should be reflected in the results of the study were composed of schematics through the collection and analysis of the previous research literature related to the subject and contents of the study. Second, participants participated in FGI by referring to some schematics completed by secondary data collection and analysis, and completed a model to be finally reflected in the results of the study. The contents of the study were presented in the order of comprehensive assessment to operate IRP through linkage between support employment and customized employment based on lifelong education for PDD, basic IRP stage before employment, employment-oriented IRP stage, employment conversion IRP stage, post-employment maintenance IRP stage, feedback and circulation within and between process-oriented stages, and comprehensive performance. In addition, a practical operation model that systematizes the research contents presented in this way is also presented. As a result of the study, IRP for PDD can be operated by linking and circulating vocational adaptive behavior centered rehabilitation, vocational training contents, form of employment service, lifelong education curriculum, related institutions and professional manpower in a long-term perspective. Furthermore, it was analyzed that KEAD's leadership and one-stop culture are essential for the implementation of IRP for PDD in terms of organizational operational strategy.
