남중국해 분쟁 해결과 아세안 방식(ASEAN Way) = The Settlement of the South China Sea’ Dispute and ASEAN Way

국문 초록 (Abstract)

본 연구는 새로운 차원으로 전개되고 있는 남중국해 분쟁에서 아세안 역할과 아세안 방식의 해결 방법이 효율성이 있는가를 분석하고 있다. 아세안 국가들은 중국과 어떤 종류의 군사적 대결에서 자신의 권리 주장과 독자적인 안보를 확보할 수 있는 개별적?집단적 능력이 부족하기 때문에 남중국해 분쟁에서 정치안보적?경제적?전략적 이익을 보호하기 위해 국제사회의 지지와 지원에 의존하는 전략에 의존할 수밖에 없다. 중국이 압도적인 군사력을 내세워 분쟁 해역의 섬들과 다양한 지형 점거를 저지하고 방어할 수 있는 능력과 전략이 절대적으로 열세인 아세안은 첫째는 미국, 일본, 호주 그리고 인도와 같은 역외 강대국과 안보협력 확대를 통한 균형정책(balance policy), 둘째는 중국을 동남아 문제 해결에 깊이 개입시키면서 경제적 상호의존을 심화시켜 경제적 이익을 극대화하는 편승정책(bandwagon policy)인 방어적 현실주의(defensive realpolitick)와 주도적인 개입(proactive engagement) 전략을 동시에 활용하고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyze methodology of the settlement of the South China Sea’ Dispute and ASEAN Way. Exercising decisive influence within the wider Asia-Pacific environment is beyond ASEAN’s limited strategic resources. Moreover, the consensus-seeking, shallowly institutionalized ASEAN Way approach has seemed poorly equipped to handle Chinese assertive divide-and-rule diplomacy that has accompanied its power projection in the South China Sea. Despite shortcomings in the ASEAN Way of security cooperation, it is argued that, given the inability of China and Japan to provide cooperative leadership in establishing an alternative multilateral security mechanism, ASEAN will continue to serve as the “default instrumentality” for maintaining a modest level of multilateral security cooperation in the Asia-Pacific.
