ABSTRACT

Government system has been debated as a political hot issue these days in Korea.
Political alignment is expected to be made along presidential and parliamentary system.
This paper focuses on parliamentary system which is emerging as an alternative to current presidential system which has contributed to the monopoly of the government power.
For this purpose, this study overviews parliamentary systems of England, Germany and Japan in comparative and historical way. Furthermore, it examines parliamentary elements in the past and current constitutions. In conclusion, it suggests alternative which can complement flaws, as a result of the dispersion of power in parliamentary system, that advocates of presidential system are claiming.
