기초지방자치단체 지역문화재단의 사업 우선순위 설정에 관한 연구 - 제도주의적 관점에서 계층화 분석법의 적용을 중심으로 = A Study on the Prioritization of Projects in Local Cultural Foundations - The Application of the Analytic Hierarchy Process from an Institutional Perspective

This study investigates the prioritization in the operation and project implementation of South
Korean local cultural foundations using the Analytic Hierarchy Process (AHP), a multi-criteria
decision-making methodology. The purpose of this research is to provide insights into the
decision-making processes of local cultural foundation personnel, grounded in the theoretical
implications of institutionalism, including historical institutionalism, sociological institutionalism,
and rational choice institutionalism. The contributions of this research are twofold: first, it
demonstrates the applicability of AHP in multi-layered decision-making analysis, contributing
to academic discourse on institutionalism and cultural administration and policy; and second,
it offers practical insights to facilitate decision-making processes suitable for the environmental,
situational, and conditional contexts of South Korean local cultural foundations. This study is
anticipated to be academically and practically beneficial in analyzing decision-making for the
promotion of regional culture in South Korea.

국문 초록 (Abstract)

본 연구에서는 다기준 의사결정 방법론 중 하나인 계층화 분석법(AHP)을 활용하여
한국 기초지방자치단체 지역문화재단의 운영과 사업 추진에서의 우선순위 설정을 역사
적 제도주의, 사회학적 제도주의, 합리적 선택 제도주의 관점에서 탐구한다. 본 연구
의 목적은 제도주의가 제공하는 이론적 함의에 입각하여 기초지방자치단체 지역문화재
단 종사자들의 의사결정에 대한 통찰을 제공하는 것으로 다음과 같은 기여를 하고자
한다. 본 연구는 다층적인 의사결정 과정 분석에 있어 AHP 적용 가능성을 실증함으로
써 첫째, 제도주의와 문화행정⋅문화정책에 관한 학술적 논의에 기여하고, 둘째, 한국
지역문화재단의 환경⋅상황⋅조건에 적합한 의사결정이 이루어질 수 있도록 지원하는
통찰을 제공함으로써 실무적으로도 기여한다. 따라서 본 연구는 한국의 지역문화 진흥
을 위한 의사결정을 분석하는 데 학술적⋅실무적 도움이 될 것으로 판단된다.
