Attempted in this paper is to make a proposal of curriculum for FLTC(the Foreign Language Training Institute), SCU and some teaching methods for the program based on a new trend of teaching English as a second or foreign language.
Since the goal of teaching English is to develop students' comprehensive competence or communicative competence, emphasis should be placed on listening through successive comprehensible input (i+α), learner-centered teaching, monitoring and filtering as were suggested and developed by most innovative approaches-e.g., a natural approach, the total physical response approach, delayed oral practice, etc. From the viewpoint of language communication, FLTC curriculum should be made of two main activities: a great deal of listening practice by exposing the students to "i+α" comprehensible language materials and speaking practice with various materials that correspond to appropriate contexts and situations.
Teaching methods, naturally, must come to fit the purpose; that is, every method is applicable depending upon situation. Thus, grammar can be taught both inductively and deductively only for the sake of better comprehension. To develop "skill-using" from "skill-getting" in speaking, practice can be made as follows: controlled practice, less controlled practice, role playing, and improvisation. Listening through audio tapes, VTR tapes, discussion, and various games must be utilized as well.
