유럽의 코비드-19 전개와 대응: 통합에의 시사점 = Covid-19 and Welfare Models in Europe: Unfolding, responses and comparison

다국어 초록 (Multilingual Abstract)

This paper explores and compares the responses of the key EU member states amid Covid-19. Adopting welfare models of Andre Sapir, it presented a hypothesis that more efficient economies might confront better in relation to those inefficient ones. Further on, this study classified two different health care systems in Europe: Beveridge Model with national health system and Bismarck model with social security system.
From what have attained throughout the research, efficient economies did not show relative edge compared to those southern economies. It is true that Mediterranean countries suffered most, but Scandinavian countries, in particular Sweden, also did not perform well as expected. By WHO standards, France and Italy have been considered as most qualified health care system. Nevertheless, these countries exposed serious defect in the course of Covid-19 responses. It is also contending that authoritarian states performed relatively well as Chinese authority argues.
Covid-19 has caused not only medical and health consequences, but also socio-economic repercussions. European leaders could have reached to a consensus in establishing European Recovery Fund, but it remains to be seen the final outcome considering accountability and efficiency issues in terms of implementation of the fund. On the one hand, Covid-19 caused a necessity of more integration rather than centrifugal dissolution. Still, on the other hand, the rationale which governed thus far in the course of European integration may not be a panacea in the forthcoming years.

국문 초록 (Abstract)

코로나 사태는 중국에서 시작되었으나 전개과정에서 남유럽국가들에서 심각한 사태를 유발하였다. 유럽의 사례는 우리에게 반면교사의 역할을 하는 것으로 보인다. 마스크의 착용이 필요하지만 절대적인 공급 부족으로 이를 의무화하지 못하는 유럽의 현실은 분명 유감스럽다. 반면 한국의 경우 아직 이 사태가 종식된 상황은 아니지만 현재 상태에서 하나의 준거로 삼을 수 있다는 것이 국제적인 시각이다. 즉 국경을 폐쇄하지 않은 상태에서 빠른 속도로 전수조사를 통해 감염자을 파악하고 중증환자들을 별도로 처치한 경험은 사실 유럽이나 타국가들이 따라하기 어려운 방식이다. 아이러니하게도 이번 사태를 통해 한국은 의료제도의 선진성과 효율성을 확인할 수 있는 계기를 만들었다.
유럽은 사회모델을 발전시켜왔는데, 효율과 형평의 측면에서 내부적으로 다양한 양태를 보여주고 있다. 또한 의료제도의 운영에서 국가가 책임지는 방식과 사회보험 중심의 제도로 양분되는데, 이번 사태를 통해 사회보험 방식이 보다 효율적으로 대처하였다는 잠정적 결론을 도출할 수 있었다. 코비드-19 현상은 건강의료분야에 국한되지 않고 정치 및 사회경제적으로 다양한 파급현상을 야기하고 있는데, 이들 변수들을 종합적으로 고려하여 분석할 필요성이 제기되었다. 이번 사태가 과연 유럽통합에 순기능적 요소로 작동할 것인가는 이론적으로도 관심의 대상이다. 이번 연구에서는 유럽적 해결책이 요구되지만 기존의 방식으로는 한계가 있을 것으로 전망하였다. 즉 회원국들의 목소리가 다양하게 분출되고 있어 단일의 방식을 강요하기 어려운 실정이다. 유럽구제기금의 합의는 새로운 가능성을 보여주었지만, 그 시행 과정에서 책무성과 효율성의 잣대가 새로운 갈등과 분열을 가져올 수 있다는 결론을 얻을 수 있었다.
