As a set of Green Belt adjustment policy, the government announced in Jan, 2002 that residential estates with 100 thousands rental houses for low income non-owner would be constructed around the large cities including within the Green Belt of Seoul Metropolis. Hence in terms of urban environmental management, the Lease Housing Development Plan(LHDP) within the Green Belt will be able to bring about the negative impact on the adjacent cities' environment and inner project area as well. Therefore the purpose of this paper is to draw up the environmental performance appraisal on LHDPs within Green Belt. The results of this paper, within 3 viewpoints of locational adequacy, environmental relevance of land use allocation and possibility of environmental deterioration, can be summarized as follows:
First, in aspect of development location, the concept of Environmental Land Suitability Analysis is not applied to site selection and development activites allocation in LHDP. Futhermore the all of LHDPs are however little considering the Green Network concept that is ecological linkage between green spaces.
Second, the LHDPs are bearing the dormant problems in the scope of land-use's environmental relevance, judging on the small area for detached houses with green space, high density with upper 250 persons/ha, park & green space rate of less than 20%(25% is optimum for environmentally sound residence) and lacks of natural landscape & visual consideration.
Third, the LHDP has high possibility to cause inter-city co-urbanization, degradation of both sides' living environment, insufficient infra network and social services sharing, and nonpreparation for environmental & landscape management plan in advance of the LHDP.
