중국의 공중보건 비상사태 응급관리 시스템 연구 －현황, 대외 갈등 및 전망을 중심으로－ = The Emergency Management System for Public Health Emergencies in China －Current Status, International Conflicts and Future Vision－

This paper analyzes the Chinese government’s crisis management system in response to the spread of the Coronavirus Disease (COVID-19). To date, China has declared and responded to the COVID-19 pandemic as a “Public Health Emergency of International Concern,” as defined by the World Health Organization (WHO). Chapter 2 of this paper examines the Chinese government’s public health emergency management system in terms of the laws in place to govern the system, and organizations tasked with supporting and executing the system. Chapter 3 examines external conflicts stemming from the COVID-19 pandemic, and Chapter 4 looks into the limitations of China’s crisis management system. Since the SARS crisis in 2003, the Chinese government has been strengthening its legal systems and organizations for public health emergencies.
Experts still believe China has plenty of areas to improve upon, including the efficiency and transparency of the public health emergency system, but the Chinese government now understands the seriousness of public health emergencies, and it is making every effort to mitigate outbreaks of diseases. In light of the COVID-19 pandemic, some players in the international community have blamed the Chinese government. This criticism is largely based on the fact that COVID-19 originated in Wuhan, China, and on the suspicion that the Chinese government initially tried to cover up and control information regarding the spread of the virus. Even prior to the COVID-19 pandemic, China and the United States were already butting heads in with disputes involving trade, technological competition, and the sovereignty of Taiwan. Now, COVID-19 has added another point of contention for China and the United States.

국문 초록 (Abstract)

이 논문은 코로나 19 바이러스 확산에 대응하는 중국 정부의 위기관리 시스템을 분석하기 위한 것이다. 중국은 코로나 19 바이러스 위기를 세계보건기구(WHO)가 규정하는 “국제 공중보건 비상사태”로 정의하고 이에 대응하고 있다.
논문의 2장에서는 공중보건 응급관리 시스템을 법률과 기구로 나누어 살펴보았으며, 3장에서는 코로나 19위기 대응과정에서 나타난 대외 갈등을 살펴보았다.
4장에서는 중국 위기관리 시스템의 한계점을 짚어보았다. 중국 정부는 2003년사스 위기 이후 공중보건 비상사태에 관한 법률과 기구를 강화하고 있다. 아직까지 그 효율성 면이나 투명성에서 개선해야 할 점이 많이 지적되고 있지만, 공중보건 비상사태의 심각성을 인식하고 이에 대한 대응에 심혈을 기울이고 있다. 코로나 19를 둘러싸고 국제사회에서는 중국의 책임론이 대두되었다. 애초에발원지가 중국의 우한인 점이 이를 확산시켰지만, 초기에 중국 정부가 이를 은폐하고 통제하려고 한 데서 국제사회의 비난은 더욱 커졌다고 할 수 있다. 중국과 미국은 코로나 19 문제 이외에도 무역분쟁, 기술 패권 분쟁, 타이완 문제등에서 갈등을 빚고 있는 상황에서 코로나 19 위기는 또 다른 갈등 요소가 되고 있다.
