Advances in information technology have had positive effects in our lives, but the adverse effects of cyber violence, copyright infringement, and Smart-phone and internet addiction have also been followed.
According to youth nature, teenagers are highly likely to be exposed to various adverse effects of information services. In order to address this problem, information ethics education is emphasized more but still has a
higher exposure rate than other age groups. One of the reasons is that " know " is a mismatch between moral recognition and " practice " moral behavior. Thus, information ethics education should be conducted not as cognitive but as an activity-oriented education focusing on behavioral aspects and driving moral behavior in cyberspace. In addition, as the revision of the 2015 education course was announced, SW education was emphasized and information classes were required to be completed for more than 34 hours in middle schools, but more than 60 % of the courses were allocated to SW education. Because information education is focused on SW education, there is a high chance that information ethics education will be neglected. Therefore, this thesis focuses on improving the ability to practice information ethics by matching. Also, I developed a Scratch based information ethics education program to enhance practical skills by linking SW education and information ethics education to supplement the reduction of information ethics education in the 2015 revised curriculum and to utilize the educational effects of Scratch at the same time. By applying the programs developed to middle school students, the results showed that the education programs developed had a positive impact on students ' ability to practice information ethics.
