20~30대 남녀 유권자 투표율의 성별 역전 현상에 관한 퍼즐 = A Puzzle of Reverse Gender Gap in Young Korean Voter Turnout

국문 초록 (Abstract)

이 연구는 거의 대부분의 연령대에서 남녀 투표율의 역전 현상을 경험하고 있는 서구 민주주의 국가들과는 달리 한국에서는 2000년대 이후 모든 선거에서 남녀 투표율 역전 현상이 20대 후반부터 30대에서 제한적으로 발생하고 있음을 선관위 성별/연령별 투표율 데이터를 통해 확인하였다. 그러나 이러한 현상이 발생하고 있는 원인에 대한 본격적인 경험적 검증은 기존 서베이 데이터가 지니고 있는 연령별 표집의 문제점 때문에 제대로 수행되기 어려웠다. 이러한 상황에서 본 연구는 안정적 직장과 결혼이라는 변수에 초점을 맞추고 그 두 변수가 모두 가부장적인 사고와 맞물려 그 또래 남성 유권자들의 투표율을 낮추는 요인이 된다는 잠정적 가설을 도출하였다. 이러한 잠정적 가설에 대한 경험적 검증은 보다 나은 서베이 조사가 이루어질 때 가능할 것이며, 이를 위해 본 연구는 결론에서 서베이 조사에 관련된 일련의 개선안을 제시하였다.

다국어 초록 (Multilingual Abstract)

With use of the reliable data on voter turnout rates estimated by the Central Election Management Committee (CEMC), this paper confirms that there has been existed a reversal gender gap in turnout rates only for the age group between late 20’s and late 30’s in Korea at least since 2000. It is contrasted with other developed democracies which have experienced a reverse gender gap among all age groups. However, our empirical tests of hypotheses regarding potential determinants of the dynamics of gender gap in voter turnout are challenged by limitations of the existing survey samples in which abstainees in the specific age group were severely underreported. As an alternative, this paper attempts to derive a tentative hypothesis: Tough conditions for stable jobs and marriage mediated by patriarchal gender roles obstruct young male voters’ integration to society, which results in their lower turnout rates. To empirically test the hypothesis in the future research, this paper provides some practical measures for conducting a well-sampled survey of voter turnout.
