지방정부의 생산효율성 제고가지역내 기업성과에 미치는 영향 = The effects of municipal anti-corruption policies on the local firm’s labour productivity and asset profitability

In this paper we estimated a fixed effect model and then followed the DID empirical strategy toanalyze the effects of municipal anti-corruption policies on the local firm’s performance. We foundthat a firm’s labor productivity and profitability turned out to be 0.4~0.8% and 1.17~1.30% higherrespectively on average in 81 municipal governments which have been recognized to augment theeffectiveness of anti-corruption efforts during 2018~2019 than the other control group. This studycan be seen as yet another evidence on the policy room for Korea’s municipal governments toencourage their economic growth and tax base expansion even though they are confronted withharsh constraints by their upper or central government on their capacity in terms of providing forlocal productive public goods.

국문 초록 (Abstract)

지방정부가 제공하는 생산적 지방공공재의 양과 질은 재정투입의 수준뿐만 아니라 실제 집행되는 과정에서의 효율성에 의해서도 좌우된다. 지방정부의 역량과 노력에 의해 집행상의 효율성이 높아지면, 지역내 기업의 생산성이 높아지면서 지역경제성장을 촉진하게 된다. 본 연구는 우리나라의 기초자치단체인 시군구의 공공재 생산효율성 개선이 실제로역내 기업의 노동생산성과 자산수익성을 높여주는 데에 기여하고 있는가를 실증적으로 분석하였다. 그 결과, 기초자치단체의 청렴도 제고 노력은 역내 기업들의 노동생산성을 0.4~0.8% 가량 높였고, 기업의 자산수익성도 1.17~1.30% 정도 올리는 효과를 가져왔음을 확인하였다.
