In the preparation for the 21st century's knowledge-based society, our government has set up various policies to foster the competitivaness of regional economies, one of which is starting the 6 "model technopark" projects. The rationale for theses policies is region-oriented.
The purpose of this study is to analyze the effects of Kyongbuk Technopark on the Kyongsan City's economy. Under this purpose, we took as a case Kyongbuk Technopark(KTP), which is regarded as having locational advantages. In this case study, we analyzed KTP's locational environments and performance and suggested the desirable roles of KTP based on the analyses.
Technopark's generally accepted definition is sets of lands, buildings, and facilities, where universities, research institutes, municipal governments and industries get together and provide theses following function: (1) R&D; (2) facilities and equipments; (3) technology business incubation; (4) technology innovation centers; (5) pilot plants; (6) distribution of information; (7) management services; (8) career, educational, or entrepreneurial opportunities for local businessmen, students, and inhabitants, and etc. Analyses indicated that KTP has performed those above functions very well so far and thus acquired good reputation and visibility for itself. For examples, it has contributed many hob creations through new startups, and thus played in important role of fostering Kyongsan City's economic competitiveness.
Based on these results, we suggested KTP's future roles as follows; firstly, KTP should serve as fostering Kyongsan's competitiveness by being focused on the region specific industries. More specifically, KTP should continue to create jobs through business incubation focusing on textile and machinery industries and serve to restructure the regional industries from low value added to high value added secondly, it should construct regional technology infrastructure. In addition, it should lead regional information system, construct intra-and inter-technology innovation networking through distribution of functions between institutions and finally serve as a hub of regional innovation system; and it should participate in the regional policy-making and provide the cultural and rest area for local citizens.
