부패요인이 정부수준별 부패에 미치는 영향에 관한 연구: 부패방지정책의 조절효과를 중심으로

국문 초록 (Abstract)

본 연구는 정부수준(중앙정부, 광역지방정부, 기초지방정부)별로 다양한 부패요인(개인적 요인, 제도적 요인, 환경적 요인)이 정부부패에 미치는 영향과 이들의 관계에서 부패방지정책의 조절효과를 분석하고자 하였다. 분석결과, 첫째 제도적 요인 중 공직내부의 자체적인 통제기능 미약, 공직사회 내부의 상납 등 관행, 환경적 요인 중 사회전반의 부조리 풍토가 모든 정부의 부패수준에 정(+)의 영향을 미쳤다. 둘째, 조절변수인 부패방지정책은 모든 정부의 부패수준에 부(-)의 영향을 주었다. 셋째, 지연 및 학연 등 사적인 관계의 작용이 있을 때, 정부의 부패방지정책이 잘 집행된다면 모든 정부의 부패수준에 부(-)의 영향을 미쳤다. 이러한 내용을 기반으로 정부수준별 부패 수준을 낮추기 위한 정책적 방향을 제시하면, 첫째, 청렴교육을 의무화하여 청렴한 공직문화를 형성하고 둘째, 청렴시민감사관 제도를 활성화하여 공직사회의 부패관행을 타파하여야 한다. 셋째, 청렴문화 확산을 위하여 민관협력체계를 구축하고, 넷째, 정부의 부패사례에 대해 처벌의 실효성을 높여야 한다.

다국어 초록 (Multilingual Abstract)

This study analyzes the effects of various factors of corruption on the government corruption by government level (central government, regional government, basic local government) and the moderating effects of anti-corruption policy in their relationships. As a result of the analysis, the weak internal corruption control function of the public organization, the practices such as repayment within the public officials and the corruption-friendly climate of the whole society had positive effects on the government corruption. In addition, even if there is a personal relationship such as academic relations, the good implementation of the government’s anti-corruption policy had a negative effect on the level of corruption in all governments.
Based on the results of this analysis, the policy implications are as follows: First, it is useful to make the mandatory integrity education program to form an honest public service culture. Second, it is desirable to revitalize the integrity citizen inspector system to break the corruption practices of public officials. Third, it is necessary to establish a public-private cooperation system to spread a culture of integrity. Fourth, it is desirable to increase the effectiveness of punishment for government corruption cases.
