우리나라 민주시민교육의 발전 방향: 핀란드, 홍콩, 칠레 민주시민 교육과정과의 국제비교 분석 - 교과 중심 대 통합적 접근법을 중심으로 = Directions for the Development of Civic Education in Korea: A Comparative Analysis of Subject-Based and Integrated Approaches

국문 초록 (Abstract)

본 연구의 목적은 핀란드, 칠레, 홍콩 각국 민주시민교육의 목표와 특징을 분석하고, 한국의 민주시민교육 방식과비교하여 민주시민교육의 교육유형의 관점에서 한국 민주시민교육의 발전 방향을 모색하는 데 있다. 한국의 민주시민교육은 도덕과와 사회과라는 독립된 교과목을 통해 교과 중심의 교육으로 도덕적 시민성과 정치적 시민의식을 체계적으로교육하고자 한다. 반면, 핀란드는 사회, 역사 등 다양한 과목에 민주시민교육을 단일 교과가 아닌 통합 교과과정중 일부로 통합적으로 접근하면서 다각적 시민성을 기르며, 홍콩은 교양교과라는 단일 과목에서 사회적 쟁점을 다각도로분석하여 비판적 사고를 촉진하는 특징이 있다. 아울러 칠레는 교과 중심과 통합적 접근을 혼합하여 민주주의와시민성 개념을 심화하고 제도적 이해를 강조한다. 본 연구는 이러한 해외 사례를 바탕으로, 한국이 교과 중심의체계적 학습을 유지하면서도 과목 간의 연계를 통해 통합적·실천적 접근을 강화해 나가야 함을 제언한다.

This study aims to analyze the unique development of civic education in Korea by comparing it with cases in Finland, Hong Kong, and Chile and to propose directions for its future growth. Korean civic education primarily employs a subject-based approach, focusing on fostering moral and political civic awareness through dedicated subjects like Ethics and Social Studies. This approach provides structured, systematic education in civic values but presents limitations in fostering interdisciplinary connections and integrated thinking. In contrast, Finland adopts an integrated approach, embedding civic education across diverse subjects such as Social Studies and History, promoting a multi-dimensional understanding of citizenship. Hong Kong delivers civic education through a single interdisciplinary subject, Liberal Studies, encouraging students to critically examine social issues from various perspectives. Chile combines subject-based and integrated approaches, emphasizing democratic values and civic knowledge within subjects like History and Geography while encouraging a broader understanding of institutional structures. Drawing on these international examples, this study suggests that Korea should maintain the strengths of its structured subject-based approach while also expanding integrated and practical methods to cultivate well-rounded civic awareness in students.
