참여가치인식과 정책이해도를 통한 시민참여 유형화 연구 = A Typology of Citizen Participation through Perception of the Value of Participation and Policy Literacy

국문 초록 (Abstract)

한국에서 이론적 및 실천적 차원 모두에서 공공갈등의 해소 기제로서 숙의 및 참여 거버넌스를 활용할 필요성이 높아지고 있다. 기존의 연구들은 주로 시민 참여에 영향을 미치는 요인과 시민 참여의 효과에 대해 초점을 두고 있다. 반면에 정책과정에 참여하게 될 시민들의 속성에 대한 유형론적 연구는 상대적으로 미흡하였다. 이 연구에서는 참여 가치에 대한 인식과 정책에 대한 이해도를 기준으로 잠재적 참여자로서의 시민들을 네 가지 유형으로 구분한다. 그리고 이 네 유형에 해당하는 시민들의 사회인구학적 속성, 참여 태도, 신뢰, 사적 토론 행태 등에 대해 분석한다. 이를 바탕으로 각각의 유형에 특히 적실한 숙의 및 참여 이론들을 비판적으로 검토하였다. 이와 같은 유형화 및 시민들의 속성에 대한 지식은 향후 참여 거버넌스 이론의 정교화 및 시민참여 제도의 설계를 위한 함의를 던져줄 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

There is an increasing debate in both theory and practice on the feasibility and desirability of deliberative and participatory governance as a governing mechanism to resolve social conflicts in South Korea. Recent research has focused on the antecedents and consequences of citizen participation, but less is known about types of citizens with different characteristics who are more or less likely to participate effectively in governance processes. In this study, we propose a typology of citizens as potential participants according to their perception of the value of participation and the level of policy literacy, and analyze their characteristics including socioeconomic attributes, actual participation, personal and government trust, and public discourse behavior. We then discuss deliberation and participation theories and issues relevant to the different types of citizens. We conclude by discussing the implications of this typology on the development of governance theory and the design of participatory governance.
