서울시 청소년시설의 일반현황과 운영과제 -청소년문화 생산지로서 동아리활동 중심의 발전 유도- = The General States and Managerial Problems for the Youth Activity Facilities of Seoul Metro-Inducement of development around a group activityas a producing center of the youth cultures-

The purpose of this investigation is to find out convenience and correction for access to information related to the youth.
The investigation method in this thesis selected that the homes of 25 self-governing bodies are way to trace the course connected up to a home page and proposed a plan of development and problems.
To sum up problems from the result, 1st, it is inconvenient because there is no setting up a search word of “youth facilities”, “youth activities”, and “youth” on the home-page of most ward's internet. 2nd, they do not quickly carry out their business with the changes of the times in programs and managerial aspect for the youth facilities. 3rd, the many facilities have not their feature as the facilities in a zone of life for the youth. 4th, it is very rarely that the youth activity program to be related to a regional character by self-governing wards has been developed.
Accordingly, this researcher has proposed several managerial problems as in the following in order to carry on it's function maintaining public good and a sense of public duty properly in the youth activity facilities in a zone of life.
1st, to close a large size of library space within the youth activity facilities and to change it into a space available for youth cultural production. 2nd, to sublate management a formal program for baby and infant as business for the youth facilities. 3rd, to select a field of “information, culture, and arts” as a certain character in accordance with an unique function of the youth cultural center, and to concentrate it. 4th, to give the same consigned corps as a managerial right for the same size of the youth cultural center and a large size of the youth center within a concerned self-governing ward. 5th, to change the name of facilities and image of each facility with the changes of the times.

국문 초록 (Abstract)

본 조사의 목적은 서울시 25개 자치구 홈페이지상의 청소년 관련 정보 접근에 있어서 수월성과 정확성을 알아보는데 있다. 조사 방법은 25개 자치구 홈페이지 Home에서 청소년수련관과 청소년문화의 집 홈페이지까지 연결되는 경로를 따라가는 방식을 취하여 문제점과 발전 방안을 제시하였다. 그 결과 문제점을 요약하면, 첫째 대다수 구청의 홈페이지가 “청소년시설” 혹은 “청소년활동” 또는 “청소년”이란 검색어가 설정되어 있지 않아 불편한 점, 둘째 청소년시설의 프로그램이나 시설 운영면에 있어서 시대 변화의 흐름에 맞춰 신속하게 대처하지 못하고 있다는 점, 셋째 많은 시설이 청소년을 위한 생활권 수련시설로서의 특색을 살리지 못한 점, 넷째 각 자치구별 지역적 특성과 연계되는 청소년활동 프로그램의 개발이 드물다는 점 등이다. 따라서 생활권 청소년수련시설이 ‘공공성’과 ‘공익성’을 적정하게 유지하면서 제 기능을 수행하기 위한 몇 가지 운영과제를 제시하였다. 첫째 청소년수련시설 내 대규모 독서실 공간을 폐쇄함으로써 생산적인 청소년활동을 통한 청소년문화생산이 가능한 공간으로의 전환, 둘째 영․유아 대상의 공식 프로그램을 청소년시설의 사업으로 운영하는 것을 지양, 셋째 각 시설별로 청소년문화의 집 고유기능에 따른 특성 분야 “정보․문화․예술” 중 한 분야를 선택하여 집중 육성할 것, 넷째 해당 자치구 내 대규모 청소년수련관과 소규모 청소년문화의 집에 대한 운영권을 동일한 위탁단체에게 주는 정책을 제안, 다섯째 각자의 시설 이미지와 시대 변화에 걸맞은 시설 명칭으로의 변경을 제안한다.
