(Abstract)
The purpose of this study is to explore the development of a competency-based general education at college level with the aim of improving the current competency-based education in universities, which has been overused in recent years. To achieve this goal, seven universities, including three national and four private universities, were selected and analyzed representatively as an empirical case study. The current status of liberal arts curriculum operation was analyzed, including the educational goals and core competency reflection methods while addressing problems. As a result of the study, it was found that each university derived core competencies reflecting its educational goals and human resources, applied them to the general education curriculum, and developed its own core competency diagnostic tool to identify students' competency levels. However, However, there was a part that showed that this process was formal, artificial, and unsystematic. It was limited to building a competency-based general education curriculum in line with national policies disregarding the characteristics of each university. To solve this problem, this study recognized and proposed the need to set differentiated educational goals according to the characteristics of each university, derive core competencies linked to them, establish effective implementation measures for educational practice, and develop a systematic core competency diagnostic tool. Based on the above findings, this study presented a template using Backward design for the systematic and theoretical design of competency-based general education curriculum. It is expected that this study will contribute to the improvement of the quality of general education in universities based on these practical processes and measures.
