A Study on the Minimum Cost of Living by Household Type Using Deprivation Indicators: Focused on the Comparison of Basic Livelihood Security by Benefits Baselines

국문 초록 (Abstract)

국민기초생활보장제도(National Basic Livelihood Security Scheme)는 현재 우리나라의 대표적인 공공부조제도로 본 제도의 수급자 선정기준인 ‘기준중위소득’은 기타 복지급여 선정에도 준용되고 있다. 이 기준선은 2015년 7월 맞춤형 급여체계로 개편되면서 기존 마켓바스켓을 활용하여 산출하던 절대적 방식에서 통계청의 공식 통계자료의 중위소득을 활용하는 상대적 방식으로 변화하였다. 이처럼 다양한 최저생계비 계측 방식 중 본 연구는 상대적 방식 중 하나인 박탈지표방식을 활용하여 판별분석 방법을 통해 가구특성별·생활영역별 최저생계비를 추정하였다. 이를 통해 가구유형별로 박탈지표를 활용한 최저생계비가 다르게 나타나는지에 대해 검증하고자 하였다. 분석결과 가구유형별로 박탈지표방식을 활용한 최저생계비는 다르게 나타났으며, 특히 노인가구와 3인 한부모가구의 경우 절대적 박탈 기준선이 현재 교육급여 기준선보다 높게 나타났다. 즉,‘소득’만을 활용한 기준선은 다양한 가구유형의 빈곤을 정의하기 어려운 점과 저소득층에서 적정한 급여가 지원되고 있는지에 대해 평가하기 위해서는 다양한 방식의 접근이 필요함을 확인할 수 있었다. 또한 현재 가구기준의 급여선정 및 급여기준선을 개인기준으로 변경하는 등 가구유형별·영역별 맞춤형 제도 설계에 시사점을 줄 수 있을 것으로 보인다.

다국어 초록 (Multilingual Abstract)

The National Basic Livelihood Security Scheme is currently a representative public assistance system in Korea, and the standard for selecting beneficiaries of this system, “standard median income”, is also applied to the selection of other welfare benefits. The standard for selecting beneficiaries was reorganized into a customized benefit system in July 2015, changing from the absolute method used to produce using existing market baskets to the relative method of utilizing the median income. Among these various methods of measuring the minimum cost of living, this study estimated the minimum cost of living by household characteristics and living areas through discriminant analysis using one of the relative methods of deprivation indicator. Through this, the study wanted to verify that the minimum cost of living using deprivation indicators varies by household type. As a result of the analysis, the minimum cost of living using the deprivation indicator method was different for each household type, especially for elderly single-person household and single-parent households with three members, the absolute deprivation standard was higher than the current education benefit standard. In other words, the baseline using only “income” found that it was difficult to define poverty of various types of households and that various approaches were needed to assess whether appropriate benefits were provided for low-income families. In addition, it is expected to give implications to the design of customized systems for each type of household and area of living, by changing the criteria for selecting beneficiaries according to the current household standards to individual standards.
