기초노령연금의 정책과정과 정책내용 분석연구

국문 초록 (Abstract)

급속도로 높아지는 고령화비율에 따라, 향후 노후소득을 보장하기 위한 방면으로 2008년 실시된 기초노령연금은, 제도의 정체성 혼란, 장기적인 재정확보 방안 미흡, 소규모 연금지급에 대한 효과성 우려 등 끊임없는 논란에 휩싸이고 있다. 이에 본 연구자는 Gilbert and Terrell의 3P분석 방법을 기반으로 정책의 과정 및 산출분석을 실시하였고, 그 결과, 과정에서는 ‘대안의 형성 및 정책의 결정’단계에서의 오류를 발견하였으며, 산출에서는 정책을 구성하는 4가지 주요요소 중 ‘대상체계, 급여체계, 재원체계’에서의 문제점을 도출하였다. 이를 근거로, 정책의 비교·분석과정을 제도화·의무화하여 정책과정 안에서의 오류를 최소화할 수 있는 공식적 체계를 마련하는 것이 시급하고, 전국민의 의무가입을 통한 재정 확보 및 다충소득보장체제로의 구축을 통한 제도의 형평성 확보가 요구된다. 또한 제도가 내포하고 있는 빈곤예방이라는 사회적 효과성을 실현하기 위하여 소득조사를 통한 대상층 축소 및 소득보장에 적절한 급여 책정을 제언하였다. 이와 같은 연구결과가 기초노령연금의 안정적 운영을 위한 기초자료로 활용되고, 더불어 향후 노후소득보장정책을 위한 다양한 연구의 시발점이 되기를 기대한다.

According to highly raised the Aging ratio, the basic old age pension to secure old age income constantly come under controversy: confused about identity of system, inadequate to. deal with security a long term-finance, concerned about effectiveness regarding small amount of pension payment, etc. This researcher studied to focus en process and product analysis based en 3P analysis method of Gilbert and Terrell. As a result, I found the error at the stage of "making alternatives and policy decision" in the process and "target system, pay system, finance system" among four requisites for configuring policies in the product. Based en these, system is under an obligation the comparative analysis process of policy and urgent to prepare the official system will be able to minimize the error from inside politic process the balance security of the system which leads the construction with the financial security which leads obligatory joining of the whole nation and multilayer income security system is demanded. Also, I proposed arrangement of appropriate pay regarding income security and reduction the target class through income investigation to realize social effectiveness, poverty prevention, which the system has included. I suggest this study should be used as basic information to. manage the basic old age pension stably and also a starting point of various studies for old age income security.
