Health care Improvement through Telemedicine Application in Afghanistan = 아프카니스탄의 원격 의료 응용 프로그램을 통한 건강관리 개선

Quality of healthcare, accessibility, availability, and Affordability have long been a big problem for human being. health issue is important for states and authorities, without consideration of their financial status. numerous struggles have always been done by academia and policy makers to make high quality health service delivery to citizens at a cost so that they can afford meanwhile to have health access conveniently. Developed
world have adopted allot of alternatives and technologies to supply better health services but quality and convenience are till now big problem in these countries. underdevelopment world is long behind technologically improve the quality of health services and reduce the cost. Emerge of Telemedicine can be counted like a hope in order to demolish bottlenecks in healthcare system. Afghanistan also adopted telemedicine by a private companies without good planning, Policy and strategy. Although more than 10 years of adapting telemedicine,
Afghanistan did achieved any achievement in cost reduction or access to health care Accordingly. most of the developing countries did the same. Afghanistan implement telemedicine but the effectiveness is very low. This Study will help to find out issues which were not being considered while implementing it promptly. this research also explores barriers and issues which effect the development and effectiveness of telemedicine
in Afghanistan. A better detail of these barriers and issues will surely help states in order to know the flaws and bottlenecks for better accommodation and application of telemedicine and help them to provide appropriate solutions. and at the end a policy guideline is proposed for the successful and effective implementation of telemedicine in Afghanistan.

건강 관리의 질, 접근성, 가용성 및 경제성은 오랫동안 인류에게 큰 문제였다. 건강문제는 재정상태를 고려하지 않고 주와 당국에게 중요하다. 학계와 정책 입안자들은 항상 시민이 건강할 수 있도록 경제적인 비용으로 양질의 의료 서비스를 제공하기 위해 수많은 노력을 기울어 왔다. 선진국은 더 나은 의료 서비스를 제공하기 위해 많은 대안과 기술을 채택했지만 품질과 편의는 여전히 이들 국가들에게 큰 문제이다. 저개발 세계는 기술적으로 의료 서비스의 품질을 개선하고 비용을 절감하는 데 뒤쳐져 있다. 원격 의료의 등장은 의료 시스템에서 병목현상을 해소하기 위한 희망이 될 수 있다. 아프카니스탄은
역시 좋은 계획, 정책과 전략 없이 민간기업의 원격의료를 채택했다. 아프가니스탄은 10년 이상 원격 의료를 적응시켰고 그에 따라 비용 절감이나 의료서비스 이용 측면에서 어떤 성과를 달성했다. 대부분 개발도상국이 그랬던 것처럼, 아프카니스탄은 원격 진료를 시행했지만 그 효과는 낮았다. 이 연구는 원격의료를 구현함에 있어 고려되지 않았던 이슈를 찾는데 도움을 줄 것이다. 또한 원격진료의 발전과 효과에 영향을 미치는 장벽과 문제를 탐구하는데 도움을 것이다. 이 장벽과 문제에 대한 자세한 내용은 원격 진료의 더 나은 편의와 적용을 위한 결함과 병목현상을 파악하고 적절한 해법을 제공하기 위해
도움이 될 것이다. 최종적으로 아프카니스탄 원격 진료의 성공적이고 효과적인 시행을 위한 정책 지침을 제안한다.
