The development cycle of technology and products has been shortened due to convergence between digital technology. This convergence is causing a variation of product development and technologies, related industries and services. Also, the timing, decision process and concentration are important factors to cope with the uncertainty of a fast changing market. With the emergence of a converging environment, related industries of cable and wireless companies are uniting with the information and communication industry. The convergence market could be seen as an "expanding market", but also could be viewed as a threat due to "fierce market competition" to companies looking for enlargement momentum. So the standardization of information and communication is becoming more difficult and short in life-cycle but nevertheless, the importance of standardization is increasing.
The standardization of information and communication so far has developed through increasing research and changes. However, at the moment of fast change through digital convergence and deepening global competition, the strengthening, settling and advancement towards standardized information and communication is a continually necessary factor.
Strategies concerning information and communication in the converging digital environment was studied in this thesis. An analysis on the importance of nationalized information and communication standards was done by studying domestic conditions, the theoretical study of information and communication standardization and digital convergence and strategy and policy on global standardization. The recognition of users' needs were analyzed using a survey on the current situation of the standardization of information and communication by "Association of Korean Information and Communication". Also, standardization planned policy by the Ministery of Information and Communication was analyzed to derive the direction and concluded to seven strategies for the standardization of information and communication.
First, increase efficiency of investment by improving standards and liability assesment system connecting to national research and development industry to obtain global competitive power through domestic technology. Acquire global market by promoting development satisfying global standardization and improve reliance of domestic assessing institution of liability by expanding mutual recognition agreement (MRA) with other countries along with promoting strategic standardization and expanding foundation of liability assesment.
Second, improve the standard of measurements. It is very important as improving related technology standard, method of measurement as new service is introduced to reform our domestic method of measurement and procedure of our IT field to the ITU and other global information and communication standards is heavily necessary.
Third, is to thrive to enter the leaders of official international standardizations (ITU) and strengthen activity in setting global standards by developing information on global standardization activity system and expanding them to the industry. Acquiring an influential position in the institution of global standardization is crucial to jumping domestic standardization to global standardization.
Fourth, supporting the actual global standardization activities. This constructs a supporting system of "actual global standardization" by assisting and raising IT standardization strategy forum centered on growing areas for leading global standardization and advancement of related industries.
Fifth, timely developed standards of information and communication reflecting the market's needs, supporting the promotion of global standardization by strategically nurturing the private standardization capability to strengthen the global standardization. The progress by civil industry is professional and fast, making it important in core of actual standardization activity.
Sixth, promoting a strategy of enacting standards of manufacturers to settle a developed standard system by activating private standardization. Lastly, activating educating professionals and practical use to improve global competitive power of domestic industry and reflect domestic stance on global standardization by spreading and publicizing the newest standard technology and standardization trend to the industry.
As followed, the strategy on the standardization of information and communication could be largely divided as acquiring technology source and meeting global standardization of domestic information and communication standards. If the strategy thrives and allows cooperation and a shared view of standardization of information and communication organization's promotion, government, technology, industry and the user, it could create momentum in acquiring superior global competitive power.
International economic activity through a fusion of changes in information and communication industry by digital convergence and the technology has already begun. Policies and strategies on the standardization of information and communication need to be continuously studied along with the timely and potential development of technology and standardization need to be progressed cooperatively from R&D status based on needs of users and producers to acquire real superiority through FTA and free trade and the government's effort to expand the recognition and progress of standardization are endlessly required.
If technological development, government policy, importance of cooperation between user and industry recognized and the research continued with basis on cooperation, by good recognition of factors proposed in the thesis expand through the society, it will result in a more stable strategy for the standardization of information and communication.
