한,러 전략적 동반자 관계의 조건과 과제 = The Conditions and Tasks of Korean-Russian Strategic Partnership

다국어 초록 (Multilingual Abstract)

Thanks to Korean-Russian cooperation, profit-sharing gets diversified and expanded not only on the regional dimension of the Korean Peninsula and Northeast Asia, but also on the global level. For this reason, in September 2008, Seoul and Moscow have agreed to upgrade their relations to the strategic cooperation partnership. However, given the depth of geopolitical cooperation and the level of geoeconomic interaction, it could be accurate to diagnose that Korean-Russian strategic cooperation partnership still remains on the level of diplomatic rhetoric. To take an appropriate example, Korea and Russia held a different view of the wreckage of the Cheonan in March 2010 and the shelling of Yeongpyeong Island in November 2010. In this regard, Korean-Russian strategic partnership contains a tactic opportunism and actually the concept of the current relations of the two countries is not descriptive one, but future-oriented practical one. On the occasion of the 25th anniversary of diplomatic relations between Korea and Russia, this article attempts to explain logically in geopolitical, geoeconomic and geostrategic contexts what hinders the developmental leap of their relations and why the construction of the strategic partnership between two countries is needed. At the same time it proposes policy agendas that are necessary to both countries in order to enrich their strategic partnership remaing on the level of declaratory rhetoric.
