The purpose of this paper is to search for the Perception of the Environmental Protection Policy and its Determinants between Interest Groups in Korean local governments. To meet the purpose, after briefly reviewing the theoretical backgrounds of processing of policy making, this paper examines the local environmental policy empirically. For empirical study, this study surveys a random sample of residents(civil servants, citizens, business man, parliament man) in the Yong-Dong province(Kangnung, Sokcho, Donghae, Samchok) as to their satisfaction, perception and evaluation across a spectrum of local environmental policy. The policy implication from the empirical result as follows. First, local governors(city mayor)` development-oriented personalities make local environment policy affect upon negative effects. Second, it is necessary to enhance comprehensiveness and cooperation through the integrated environmental management between local governments. And other suggestions are as follows: promoting the participation of the general public in environmental policy processes. Stimulating technological innovation in the private sector, etc.
