행정조직에서의 권위주의적 행정조직문화 실태비교를 통한 그 완화방안의 모색 = Realities of Authoritarian Organizational Culture in Government Organizations and Its Remedies

국문 초록 (Abstract)

이 연구는 한국 정부기관들의 권위주의적 행정조직문화의 실태와 실천적으로 완화할 수 있는 방안을 모색하고 있다. 특히 상이한 문화를 가지고 있는 문화관광부와 경찰청을 사례로 선정해서 비교하는 가운데 권위주의적 행정조직문화의 실태와 그 완화방안을 다루고 있다. 기존의 많은 선행연구들이 문화심리학적 시각에서 설문조사에 의거하고 있지만, 이 연구는 사례연구, 비교연구, 연역적 추론 등의 방법을 통합적으로 사용하는 다면적, 다차원적 접근을 시도하고 있다. 조직문화의 차원을 행태적 측면, 조직문화 측면, 환경적 측면으로 나누고, 각각 개인수준, 부서(집단)수준, 부처(조직전체)수준으로 나누어 분석을 시도하였고, 정부(정부혁신지방분권위원회)에서 조사한 25개 중앙행정기관의 권위주의적 행정문화의 실태 조사를 바탕으로 권위주의적 행정조직문화의 특성들을 파악한 후 문화관광부와 경찰청에 대하여 심층적인 사례연구를 통하여 권위주의적 행정조직문화를 완화하고자 하는 실천적인 조치들이 문화관광부에서 경찰청보다 더욱 구체적인 실천적으로 나타났다.
문화관광부에서는 제도적, 조직구조적 개선방안으로 ‘업무전담제’라는 구체적인 프로그램을 가지고 있었고, 의사소통의 문제를 인식하고 있었으나, 경찰청의 경우에는 상대적으로 구체적인 프로그램은 없으나 회의방식, 보고방식, 남녀차별의 문제를 인식하고 있었다. 이는 부처·기관에 따라 권위주의 행정문화를 완화하고자 하는 문제에 접근하는 방식이 상이함으로 보여주는 것이다. 이 연구에서의 사용된 접근방법과 발견은 지방정부의 권위주의적 행정문화를 완화하는 문제에도 많은 시사점을 줄 수 있다고 본다. 권위주의적 행정조직문화를 완화하기 위해서는 가치와 행태변화를 포함하는 실천적이 제도적 처방이 마련되어야 하고, 체계적 방안이 모색되어야 한다는 시사를 얻을 수 있다.

다국어 초록 (Multilingual Abstract)

This study deals with the problems and practically ameliorating measures of the authoritarian administrative culture and phenomena of Korean central agencies, especially comparatively focused on the Ministry of Culture and Tourism(MCT) and the National Police Agency(NPA). Many previous researches on authoritarianism in public administration were based on perspectives and survey methods of cultural psychology. 'This study, instead, used a multifaceted, multi-dimensional method employing case study, comparison, deductive reasoning, instead of using a survey-method utilized in many previous value studies. First, authoritarian characteristics of administrative organizational culture were classified into three dimensions: behavioral aspect, organizational structure aspect, environmental aspect. And then, many characteristics of each dimension was reclassified into the lines of individual level, unit level, and departmental(ministry) level. Authoritarian organizational characteristics of 25 Korean central agencies was identified and grouped following three dimensions and three levels of analysis. Next, authoritarian administrative organizational culture of the MCT and the NPA was compared and analyzed. 'This study found approaches to ameliorate authoritarian culture in public agencies were very similar but some aspects. In the two comparative cases, the MCT delivered more concrete and practical measure to authoritarianism compared to the NPA. The main implications for other public agencies drawn form this study are multi-dimensional approaches are necessary and practical institutional measures incorporating values and behavioral change should be prepared while reforms toward ameliorating authoritarian culture are systematic.
