국문 초록 (Abstract)

본 연구는 고밀도 도시환경인 서울의 특성을 반영하여 시민의 심리적 안정과 신체적 건강을 동시에 증진할 수 있는‘서울형 정원도시’의 정책적 기반을 마련하는 데 목적이 있다. 이를 위해 조경, 정원, 스마트그린산업, 명상심리, 미술, 관광 등 6개 분야의 전문가 9인을 대상으로 총 3회차에 걸친 표적집단면접(FGI)을 실시하였다. 연구 결과, 전문가들은성공적인 정원도시 구현을 위해 공간(구조), 행위(활동), 제도(복지)가 결합된 통합적 접근이 필요함을 강조하였다. 이를바탕으로 도출된 3대 핵심 전략은 다음과 같다. 첫째, ‘서울형 정원구조의 구축’으로, 도심의 한정된 공간을 극복하기위해 옥상․수직정원 등 입체적 녹지 인프라를 조성하고 기후위기 대응력을 강화하는 것이다. 둘째, ‘서울형 정원활동의활성화’로, 정원박람회, 가든스테이, 커뮤니티 가든 등 시민 참여형 콘텐츠를 통해 정원을 문화․관광 플랫폼으로 활용하는 전략이다. 셋째, ‘서울형 정원처방의 체계화’로, 정원의 치유 기능을 공공의료 및 복지 시스템과 연계하여 사회적약자를 포용하는 비의료적 복지 모델을 구축하는 것이다. 본 연구는 정원 정책의 논의를 다학제적 관점으로 확장하여정원을 ‘생활 밀착형 건강 인프라’로 재정의했다는 데 의의가 있으며, 향후 서울시 정원 정책 수립 및 관련 조례 제정을위한 실효성 있는 정책적 근거를 제공할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

This study aims to establish a policy foundation for a “Seoul-style Garden City” that can simultaneously promote the psychological stability and physical health of citizens, reflecting the characteristics of Seoul’s high-density urban environment.
To this end, three rounds of Focus Group Interviews (FGI) were conducted with nine experts from six fields: landscaping, gardens, smart green industry, meditation psychology, art, and tourism. The results of the study revealed that experts emphasized the need for an integrated approach combining space (structure), action (activity), and system (welfare) for successful garden city implementation. The three core strategies derived are as follows: First, the “Establishment of Seoul-style Garden Structure” involves creating three-dimensional green infrastructure, such as rooftop and vertical gardens, to overcome limited urban space and strengthen resilience to the climate crisis. Second, the “Activation of Seoul-style Garden Activities” utilizes gardens as cultural and tourism platforms through citizen-participatory contents like garden expos, garden stays, and community gardens. Third, the “Systematization of Seoul-style Garden Prescription” aims to build a non-medical welfare model that includes social outcasts by linking the healing functions of gardens with public medical and welfare systems. This study is significant in that it expands the discussion of garden policy to a multidisciplinary perspective and redefines gardens as “life-oriented health infrastructure.” It is expected to provide an effective policy basis for establishing garden policies and enacting relevant ordinances in Seoul.
