원자력 발전설비 해체산업의 정책개선을 위한 연구: 산업연관분석과 지역경제 연계방안을 중심으로 = A Study on the Improvement of the Decommissioning Industry of Nuclear Power Plants

국문 초록 (Abstract)

지난 40년간 우리나라의 주력 발전원으로 산업발전의 기반이었던 원자력 발전설비의 설계수명 종료에 따라 안전한 해체문제가 국정과제로 다루어지기 시작하였다. 이에 본 연구는 원자력설비 해체산업을 중심으로 산업연관분석을 통해 국내 산업발전에 미치는 영향을 분석하였다. 그리고 나아가 원자력 해체산업의 부가가치 산출량과 신규 일자리 창출력을 분석하여 국내 산업에 미칠 수 있는 영향의 정도를 도출해 내었다. 분석결과의 검증을 위해 유사규모의 해외 원전해체 사례 분석을 병행하여 본 연구결과의 정확성을 살펴보았다. 또한, 연구 결과를 바탕으로 원자력 해체가 하나의 산업으로 자리하는 데 필요한 사항들을 정리하여 정책제언으로 제시해 보았다. 본 연구는 원자력발전설비의 해체를 단순 기술적 검토가 아닌 산업 및 정책적 측면에서 분석해 보았다는 점에서 그 의미가 있다. 하지만 본 연구가 원자력발전 설비해체와 관련된 후방 연계 산업을 모두 포함/고려하지 못하고 있다는 점은 연구의 한계점이자 후속 연구과제라고 할 수 있다.

The issue of the safe decommissioning of nuclear power facilities, which have served as a springboard for industrial development as the nation's main power source for the past 40 years, has begun to be addressed as a national agenda. This study defined the dismantling industry of nuclear facilities and analyzed the impact on domestic industrial development through the input-output analysis. Furthermore, the government analyzed the value-added yield of the nuclear dismantling industry and the ability to create new jobs to analyze and derive the impact on the domestic industry. Verification was carried out through similar-sized overseas cases for verification of analysis results. Based on the results of the study, the research summarizes the needs of nuclear decommissioning in order to establish itself as an industry and presents it as a policy proposal. This study is meaningful in that the dismantling of nuclear power plants has been analyzed from an industrial and policy perspective rather than from a simple technical review. However, this study is intended to conclude by raising the limitations of the study and the need for further research, as it fails to take into account all rear-linked industries related to the dismantling of nuclear power plants.
