충청북도 지역안전지수 개선전략 = A Study of Chungcheongbuk-do Regional Safety Index Improvement Strategies

국문 초록 (Abstract)

본 연구의 목적은 충청북도 및 11개 시군의 지역안전지수 등급 및 세부지표에 대한 변화추세를 분석하고 개선전략을 제시하는 것이다. 2015년 이후 충북도는 지역안전지수 분야 중 상대적으로 범죄분야가 가장 취약하며, 다음으로 자살과 화재 순으로 취약하다. 안전지수 개선을 위해 빠르게 추진해야 할 사업은 교통단속 CCTV대수 확대, 소방정책 예산액비율과 소방안전 교육 인원수 확대, 경찰관서 확대, AED 설치대 수, 생활안전 신문고 신고건수, 응급처치 교육인원수 확대 등으로 나타났다. 중장기적으로 지역안전지수 개선을 위해 1) 지역안전지수 지표개선과 직접적으로 연계된 사업 추진, 2) 지역안전지수 부문별로 유관기관 간 구성원이 참여하는 거버넌스 체계의 구축, 3) 통계자료로 되어 있는 세부지표 값을 공간자료로 변환하여 세부진단, 4) 각 시군별로 추진하고 있는 재난안전 분야 사업과 지역안전지수 개선사업 연계, 5) 주기적으로 충북도민의 안전 체감도를 조사하여 정량적·정성적인 관점에서 지역안전지수와 안전 체감도를 동시에 높일 수 있는 시사점을 도출할 필요가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to analyze the trend of changes in regional safety index(RSI) grades and detailed indicators in Chungcheongbuk-do(CBD) and 11 cities and counties and to derive improvement strategies. Since 2015, CBD had the worst RSI rating in the crime sector, followed by suicide and fire. Projects that need to be implemented quickly to improve the RSI include increasing the number of CCTVs for traffic enforcement, increasing the budget for fire policy and the number of fire safety trainings, increasing the number of police stations (police stations, districts, security centers, etc.), installing AEDs, increasing the number of life safety newspaper reports, and increasing the number of first aid trainings. In order to improve the RSI in the mid- to long-term, it is essential to 1) promote projects directly linked to the improvement of the RSI detailed indicators. 2) It is essential to establish a governance system in which members of relevant organisations participate in each sector of the RSI. 3) A detailed diagnosis is needed in order to find implications by converting the values of the detailed indicators of the RSI, which are statistical data, into spatial data. 4) It is necessary to link the disaster prevention projects promoted by each city and county with the RSI improvement project. 5) It is necessary to periodically investigate the safety perception of Chungbuk residents to derive implications that can simultaneously increase the RSI and safety perception from a quantitative and qualitative perspective.
