개발NGO 균형맞추기(Striking a Balance)의 가능성과 도전 = Possibilities and challenges of Korean NGDOs‘ Striking a Balance

국문 초록 (Abstract)

본 연구의 목적은 개발NGO가 사업의 집행자로서의 역할을 넘어 변화의 촉매제와 정부와의 동등한 파트너로서 역할을 확대하고자한 개발NGO의 균형맞추기(Striking a balance)의 역동과 과정을 탐색하는 데 있다. 개발NGO 조직의 특수성과 딜레마를 오랫동안 연구해온 Fowler의 ‘NGDO의 전략적 기획 체계(Strategic Planning Flow)’를 기반으로 분석한 결과, 첫째, 개발NGO는 현장중심의 사업기획과정에서 현지의 개발 수요를 파악하고 이를 글로벌-지역수준의 개발 우선순위와 균형을 맞추어 가는 역할을 한 것으로 나타났다.
둘째, 현장의 맥락을 사업에 충분히 반영하기 위하여 로컬매니저의 권한을 확대하고, 파라과이 특수성을 반영한 다문화·다언어 미디어 콘텐츠를 발굴하는 등 ‘현지의 특성을 고려한 사업 전략’을 통해 현장 변화를 위한 조율자(facilitator)와 현장 사업 수행자(implementer)의 역할을 강조하고 있는 것으로 나타났다.
반면, 셋째, 개발NGO는 사업에서 추구하고자 하는 가치지향적 목표와 현장에서 도출해낼 수 있는 현실적 산출중심 사이에서 간극을 축소하는데 어려움을 겪었다. 특히, 시민사회 협력사업의 경우 한국 정부가 강조하는 재정관리 및 산출 도출에 많은 노력이 우선되어야 하는 현실 속에서 사업을 통한 변화의 주안점과 산출물 달성 사이의 균형맞추기가 중요한 과제로 나타났다.
본 사례를 통해 개발NGO는 현장 중심의 사업 거버넌스를 구축하고 현지의 사회‧문화적 특성을 반영한 콘텐츠의 제작 가능성도 제시되었다. 하지만 이를 위해서는 중장기적으로 정부-시민사회간의 파트너십을 넘어 분야별, 방법론 전문가와의 파트너십을 구축하여 기획 단계에서부터 사업의 변화이론을 강화하고 조율하는 노력이 필요하다.

다국어 초록 (Multilingual Abstract)

This study aims to explore the possibilities and challenges for seeking innovation in community development and educational changes through an in-depth analysis of how Korean Non-governmental Development Organization’s(NGDO) strike a balance.
By employing the revised framework of the 'Strategic Planning Flow of NGDO', based on Alan Fowler’s non-governmental development organizations' sustainability, partnership, and resourcing strategy, this research found the following results; (1) first, the NGDOs put efforts in ‘striking a balance’ through facilitated or negotiated conflicting priorities. NGDO in this case study has shown numerous strategic efforts on achieving harmony between development priorities at the global, national, and regional level and internal priorities within the organization. (2) second, the NGDOs can expand the significance of ‘localization strategy’ in various ways including developing multilingual and multiethnic educational contents and emphasizing the ownership of local staff, so that it takes a role as facilitator and field-based implementor (3) on the other hand, third, the NGDO was challenged to narrow the gap between the value-oriented change aspirations in their projects’ vision and goals that could be drawn from the field implementation.
In the long term, the study recommends to strengthen the clarity of theories of change pathways and change management as the NGDO’s strategy. Under the given the strong government driven development policy and project system in Korea, this change may start from going beyond government-NGDOs partnership toward establishing and including stronger local partnerships with thematic, field operation and technical/methodological expertise in the current Korean CSO-Government partnership system.
