It is not too much to say that modern people who met the age of change, can't live in the world without social welfare. Nowaday, Information, globalization, low employment, low growth, and aging society show us that the matter of welfare is not the one of the poor neighboring countries. Modern society's social welfare should get out of the classical and passive concept, so called optional welfare that gives benefits to the people of some class and become an universal one that support all the people.
According to the changes, there has been studies at the church about the necessity that the church should participate at the social service program on the process of going toward the 2nd century missionary work by reestablishing the social missionary mission and renewal within the church.
When we put the social welfare into practice, we should do it on the basis of christian thought which becomes the basic thought and spirit.
Therefore, in order to inform that the present social welfare practice thought is based on the christian thought, we focused on the acts of the apostles in which, with the guide of Holy Spirit things, property and belongings were given to the widows, orphans, sick people, and the people who are pressured for their faith according to their necessities(ngs wer 2:44-45), and the crowd become united heartly and helped and served each other(Apostle 4:32-37). Above mentioned behaviors represents the christian thought.
We understood the relation between the christian thoughts of the Acts of the Apostles and social welfare practice as follows.
First, the love (the dignity of human) of the christian thought of the Acts of the Apostles and that of social welfare practice.
Second, The serving in the christian thought of the Acts of the Apostles and service of the social welfare practice.
Third, Curing the sick in the christian thought of the Acts of the Apostles and that of social welfare practice.
Fourth, No poor people exist in the christian thought of the Acts of the Apostles and the equality of distribution of social welfare practice.
Fifth, Helping in the christian thought of the Acts of the Apostles means relief of social welfare practice.
Sixth, Serving out something according to their necessities in the christian thought of the Acts of the Apostles equals to that of social welfare practice.
Seventh, Sharing the rice cake according to the teaching of the christian thought of the Acts of the Apostles equals to that of the social welfare practice.
Eighth, Getting together in the christian thought of the Acts of the Apostles equals to association of the social welfare practice.

Therefore, we could confirm at the relation between christian thought of the Acts of the Apostles and social welfare practice that though the situation of the age, structure, system, environment, custom and form can be different the thought doesn't change.
That's, the social welfare practice began firstly on the basis of the christian thought. So I propose to accomplish more active social welfare practice through the christian thought on the Acts of the Apostles by suggesting the definite basis: social welfare love (human dignity), service, healing, equal distribution, salvage, sharing, serving, for the christians, non christians, the weak, the need.
