‘조직 간 연계체제 구상’에 대한 논의: 교육부-학교-기업-학회 = Discussion on ‘the Initiative of Multi-Organizational Partnerships’: Ministry of Education, Schools, Enterprises, and Academic Societies

국문 초록 (Abstract)

이 논문의 목적은 사회문제의 인식과 그 해결과정에서 새롭게 등장한 ‘조직 간 연계체제’에 대한 개념적/이론적 논의를 확대하고 실제모형으로 시행 중인 교육정책(‘지자체-대학 협력기반 지역혁신사업’)의 가치를 논의하는 데 있다. 개념적 논의에서는 문헌분석에 근거하여 서로 다른 조직(교육부/학교/기업/학회/지역혁신플랫폼)의 목적과 대표활동(정책/실천/연구)을 종합적으로 이해하고자 했다. 여기서 확인한 것은 공적인 사회문제해결에는 다양한 조직의 참여가 필연적이며, 개념적으로 구분되는 대표활동이 실제문제의 해결과정에는 종합적으로 작동할 수밖에 없다는 것이다. 또한 담론분석을 활용하여 ‘조직 간 연계체제’라는 개념의 특성과 내재가치인 협력 그리고 지배구조의 양식을 논의했는데, ‘지역 간 연계체제’라는 담론에는 관련 지식의 구성에서 권력관계가 필연적으로 반영될 수 있다는 것을 확인했다. 이론적 접근에서는 ‘조직 간 연계제체’ 구성과 운영의 기반이 될 수 있는 자유주의적 접근과 공론장 활성화를 논의했다. 자유주의적 접근은 ‘조직 간 연계체제’의 개념을 조직활동과 조직관계 측면에서 시민사회로 확대할 수 있는 지식을 제공한다. 공론장 활성화는 ‘조직 간 연계체제’의 구성과 운영에서 참여자들의 의식개혁과 활동에 기여할 수 있는 지식을 제공한다. 마지막 ‘조직 간 연계체제’를 적용한 교육정책에서는 현재 시행 중인 지역혁신플랫폼사업의 가치를 광주전남지역혁신 플랫폼을 대상으로 논의했다. 여기서 확인한 핵심 가치는 공적문제해결의 주체가 관료제를 기반으로하는 정부조직에서 지역사회의 생존주체인 당사자로 전환되고 있다는 것과 그 과정에서 확인한 조직구성과 조직운영에 대한 새로운 시도다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to expand the conceptual/theoretical discussion on the multi-organizational partnerships newly emerging in the process of recognizing social problems and solving them, and to discuss the value of the regional innovation platform project being implemented as a practical model. In the conceptual discussion, based on literature analysis, I tried to understand in depth the objectives and representative activities of different organizations(ministry of education, schools, enterprises, academic societies, and regional innovation platforms). What is identified here is that the participation of various organizations is inevitable, and the representative activities which can be divided conceptually, is being operated integratively in the real problem solving processes. Also, using discourse analysis, the characteristics of the concept of multi-organizational partnerships and the intrinsic values ​​of cooperation in it, and the style of governance were discussed. In the theoretical approach, I discussed the liberal approach, which can be the basis of constructing and operating ‘the multi-organizational partnerships’, and the vitalization of the public sphere. Lastly, the value analysis of Gwangju-Jeonnam Regional Innovation Platform currently being implemented were discussed. The core value identified here is that the subject of public problem-solving is changing from a bureaucratic-based government organization to local residents participating in various local community organizations, and that new ways of organizational structure and operation are emerging in the process.
