지방재정법상 주민참여제도에 대한 고찰 -서울시 주민참여예산제도 사례를 중심으로- = The Analysis for the residential participation budgeting system as Local Finance Act -The case study for the residential participation budgeting system in Seoul-

국문 초록 (Abstract)

지방재정법에 따라 시행되는 주민참여예산제도가 서울시 조례에 따라 2012년 최초로 실시되었다. 주민참여예산제도는 주민들이 직접 예산편성과정에 참여하여 그들의 선호와 우선순위에 따라 지방자치단체의 예산안을 결정할 수 있는 기회를 제 공함으로써 주민자치의 이념을 지방재정 운영의 측면에서 구현하는 것으로 지방자 치에 있어 의미가 크다. 서울시 주민참여예산제도 사례에서 주민참여예산으로 선정된 사업을 분석해보 면, 제도의 본래 취지가 잘 구현되었다고 볼 수 있다. 그러나 시행과정에서 몇 가지 문제가 발견된 바, 제도의 지속적 발전을 위해서는 개선을 해 나갈 필요가 있다. 첫 째, 주민참여예산제도와 지방의회의 대표성간 충돌 문제이다. 이에 대해서는 주민참 여 예산안에 대한 수정을 제한하거나 주민참여예산 범위에 대한 지방의회의 사전승 인을 전제로 전체 예산에 대한 수정을 제한하는 방안을 제시하였다. 둘째, 서울시와 같은 거대도시에서는 대표성이 현저히 줄어든다는 문제점을 인식하고, 서울과 같은 거대도시에 맞추어 새롭게 특화된 주민참여예산제도의 개발이 필요할 것으로 보았 다. 이외에도 관주도의 운영, 참여사업의 제한성, 주민참여 기반의 미비 등의 문제를 분석하고 대안을 제시하였다. 결국, 이러한 문제들은 주민들 스스로가 ‘시민성’을 함 양함으로써 이루어질 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the problem and to find the way of improvement for the residential participation budgeting system in Seoul, 2012. At first, modification to the range of residential participation is urgent assignment to solve conflicts between a local assembly and the Commission of the residential participation budgeting in Seoul as an organization for the residential participation. This is a critical point to success the residential participation budgeting system, because sustainable development of this system is based on its visible change in local-public policy. Second, It concerned the implementation of the residential participation budgeting system in Seoul, mega city as a population 10Million people. Overpopulation leads to decrease representative of the organization for the residential participation. If there are inadequateness problems to adapt essential element for the residential participation budgeting system, the system in Seoul have to be revised to focus on its size. Third, bureaucratic operation in the system, the closing of budgeting proposal for resident, absent of infra-structures problems have to be solved by ‘Civility’of citizen. The administrative local government in seoul concentrate on building the infra-structures to educate debate training forresidents and reducing gradually its role in the residential participation budgeting system. These improvement will enhance the civility in Seoul-citizen, therefore they play a role as an agenda-setting party in local-Governace and supervisor to execution of budget. Eventually, It realize‘Deliberation democracy’in our society.
